MEMORANDUM FOR: Director of Basic and Geographic Intelligence

SUBJECT Map Production
1. By charter the Cartography Division produces maps for
all Agency components and the Department of State. Ninety-five
percent of this map production is in direct response to specific
requests and the remaining 5% is self initiated to fill intelli-
gence map gaps, atlases and regional reference maps. With very
few exceptions all maps are small scale and thematic in nature
designed primarily to supplement the written text in reports.
There is no duplication of effort with the production of large
scale maps produced by the Defense Mapping Agency. Most other
intelligence community agencies request copies of Agency pro-
duced maps and some receive reproducibles for their own use.
The volume of production on any area or at any given time gen-
erally reflects USIB objectives and priorities. Map requests
are declined when the only justification presented is that
"they would be nice to have."
2. With the advent of automation and the peripheral
precision equipment certain types of map requests have in-
creased. A world data bank, plus fifteen different map pro-
jections, are now being used to produce maps requiring
accurate mensuration, azimuth and distance readings. The
time required to produce this type of map has typically been
reduced from six weeks to two days. The Office of Communications
has, on occasion, requested 26 azimuthal projections, each
centered on a different location, in the same time frame as
it formerly took to produce two.
3. There has been a slight decline in the total number
of requests for maps due primarily to the Agency cut back in
finished intelligence reports. The following statistics for
FY 73 serve as an example of the usual "customer" list, and
number of maps requested.

4. The following is a list of the major and/or unique
consumers and a brief decription of the nature of the maps
produced. Where known, a prediction of the volume of requests
is indicated.
NIS Program
The Summary Map is a general reference map with
pertinent thematic insets. Considering the wide dissemination
of this product over and beyond the needs of the NIS Program,
a modified version will be produced even though the NIS Program
is being phased out.
Small scale situation maps appearing in the Central
Intelligence Bulletin and the President's Daily Brief. In
recent months the volume has declined from 30 items per week to
10 items per week.

Maps display coverage of KH Missions for analysis
and interpretability purposes. A daily weather prediction
plot is prepared during each on-going mission. Volume has
it reased substantially as new computer programs are developed,
25X1A ar e even further as COMIREX becomes involved in
Maps supplement the wide variety of Strategic
1Jni.:t,lligence Reports, the quarterly SALT Intelligence Baseline
kep;ort and the President's Quarterly Report (PQR). Some
production is in support of further SALT, MBFR or disarmament
negotiations, NATO, NSC and Congressional briefings. Level of
r,(c, tests will remain the same.
Maps show spatial relationship of all types of
gec,raphic phenomena. Recent emphasis has been on illicit
drub.; traffic and soil conservation in the People's Republic
of China. A reduction is anticipated in line with new report
production guidelines.
Consists primarily of briefing aids for NSC, WSAG
.'n Congressional briefings.

All three components center on the use of azimuthal
l,i)jections now produced with ease and speed with automated
ecr uipment .
Dept. of State
Recent maps have focused on problems relating to
Limits of the Sea. Many foreign governments have agreed to
accept data provided by the "State Department." An increase
is anticipated up to the time of the 1974 U.N. Conference.

Maps show distribution of economic data. A 500
decline has occurred since the new report production guide-
lines were issued.
