1. The attached OBGI CIRIS Report is submitted along with an
explanation of the methodology employed in determining the distribution.
2. N Division: Based on NIS Co.mittee a_nd USZB approved NIS
production schedules for FY's 1972 and 1973, the number of NIS production
units planned for each fiscal year were distributed geographically in
accordance with the CIRIE> Geographic Tirget Module. A percentage figure
of planned production for each area was then obtained by dividing the
number of units for the target area by the total number of units to be
done each fiscal year. Position allocations were then multiplied by the
percentage of production planned for each target area. The subject
target of POLEC :wwas used for the NIS program.
Cartography Divisions Employees with assigned geographic
areas of responsibility were pro-rated country by country. Employees
who are directly involved in production, but who have no specific area,
were charged to "worldwide."' The subject target of GEOG was used for
Cartography Divis ion .
Geography Division: Traditional intelligence targets have
continued to require the major portion of attention and therefore only
slight changes in personnel assignments are called for in the immediate
future. We have noted the expected decrease in interest in Africa and
the Western Hemisphere, as indicated in ONE's recent planning paper,
"World Trends and Conditions in the 1970's." Finally, we foresee an
increased need for multi-regional assignments. The subject target of
GEOG was used for Geography Division.
Map Library Division: Operating a comprehensive map
procurement program on a global basis, all positions were allocated to
the "worldwide" geographic target as reported in past years, The subject
target of GEOG was used by Map Library Division.
