MEMORANDUM FOR THE RECORD
SUBJECT: Statement for use in DDI Planning Staff Memo Proposing
Geography Division be Moved to Headquarters
(dictated over phone)
The location of Geography Division analysts away from Head-
quarters degrades their value to the Agency in very specific ways.
Time-sensitive projects are undertaken without geographic input;
the daily informal consultation and coordination among their DDI
colleagues often goes on without them; and geographic data and ser-
vices required are easily overlooked or ignored. It is a matter of
the frictions of intelligence production (to borrow Clauswitz's theme),
which seriously impedes the ability of the DDI to use its resources
fully.
