OPERATIONS GENERAL
1. An atlas production program is hereby initiated. The program
will be a cooperative effort between Cartography Division and Geography'
Division with very substantial contributions from other Offices of the
Directorate, particularly OER. The production goal is to publish two
atlas-type publications per year.
2. The first product will be an Atlas on Soviet Agriculture on
which preliminary work has already begun. A second atlas is herewith
initiated on the Indian Ocean Basin. A third atlas, on the Issues of
Europe, is under consideration. The Europe atlas, if undertaken, will
be a joint endeavor with OER, OCI, and OSR. In addition, Cartography
Division -- with help from Geography Division -- will update the 1969
China Administrative Atlas. Target dates for publication are as follows:
a. Soviet Agriculture Atlas -- May 1974.
b. Indian Ocean Atlas -- June 1974.
c. Issues of Europe Atlas -- Summer 1974, if initiated.
d. China Administrative Atlas (new edition) -- February 1974.
3. Cartography Division is undergoing a reorganization, part of
which is to prepare for the most efficient production of atlases.

4. is designated Atlas Program Manager. He will
have charge of all aspects of atlas production, including coordination,
design, content, and substance, and will report at least semi-monthly
to D/BGI for project review. In the event that major differences should
arise, they will be referred to D/BGI for resolution.

For the Soviet Agriculture Atlas, will be the principal
STATINTL geographer on the production team; for the Indian Ocean Atlas, -
will be the geographer. Additional geographers will be desig-
nated to work on these and subsequent atlases as the program progresses.
A text editor will be assigned to the team at a later date.
6. The atlas program will place a very heavy burden on us. I know
that all involved will extend their best effort and full cooperation.
