25X9A8 1. When NSA specialist in Programed Instruction,
was visiting here this week, he told ~9a
abortive effort which NSA had made to t out Dr.
grarommed materials in Spanish. After talk to the Foreign 25X1 A
25X9A8 Service institute last winter, two colleagues had gone25X1 A
to see and had expressed considerable interest in all three25X1A
of the language programs which he had under development (Spanish, Russ1A
and Thai). was obligated to let them have copies of the ma-
terials because they were developed under a grant from the Office of Edu-
cation, but he persuaded them to send someone from NSA to take the course
as a means of assuring himself that they would be properly administered.
25X9A8 went on to say that the person selected was an unfortunate
choice who had little faith in Programmed Instruction and chided Dr.
25X1A for being "mechanistic." When she returned, after having completed
the eight week's course, she wrote a severely critical report that was
sent by the Director of NSA to the Office of Education. Apparently it
was approved first by NSA's Director of Training, who has been slow to
see the advantages, and quick to exaggerate the shortcomings, of Pro-
25X9A8 grammes Instruction. was embarrassed because it seemed un-
25X1A fair to who had understood the NSA representative would learn
to administer, not make sweeping evaluative conmrents, about his training
materials. Apparently NSArs earlier offer to evaluate his materials
25X9A8 has now been withdrawn. further reported that, beginning 25X1A
early in December, he plans to try out on about 20 students the 40-hour
language course which we have been experimenting with since last fall--

III. PERSONNEL
25X1A9a 4+. A re-evaluation of external training program
25X1A9a was made by and C/A&E during the week based
upon additional information just obtained. Changes in the doctoral re-
quirements at Teachers College, Columbia University, which have occurred
25X1A9a since - last attended the graduate school in 1959, would make it
impossible in our estimation for him to complete the program within the
two years approved by DTR and DDS. He has the following requirements
to meet for a PhD in Clinical Psycholsgy: one year's internship ;r'ith
the VA Program; completion of comprehensive examinations which determine
future acceptance as a doctoral candidate; two full semesters of courses
after the above two requirements have been met; the completion of a re-
search search study; and a doctoral dissertation reporting on this research.
In addition, he has two languages to complete. proposed as
an alternative to an external training program this year the following:
he would work 40 hours a week on the A&E Staff, and at his own expense
travel to New York and return each Thursday for the purpose of completing
two research courses at Teachers College (he would work on the A&E Staff
on Saturdays). He would complete his comprehensive examinations in March,
and he would also work on his languages during the next year. At the end
of that. time he would hope we would be in a better position to judge his
suitability for an external saorethtryprogram.
This alternative was accepted after discussion by C/A&E with
25X1 A9a DTR and DDTR. emphasized that he is interested in the work
on the A&E Staff and that he definitely wishes to pursue this course of
action and also wants his service designation changed from Df1P to ST
(this has already been completed).

5. has informed us that he has decided to seek employment
outside the Agency. He feels that he should seek a career with a consul'
tart type of organization which will give him a variety of experience
and provide him with a salary "in the low $20,000's in the next five years."
He has requested that he be permitted time off now and then for the purpose
