On the basis of advice from CA Staff that the Clandestine Services felt the draft outline of the 28 May - 8 June program planning course a sufficient basis for inter-agency consultation, Mr. and I visited 25X1A9a State (Rostow and Ramsey), USIA (Grenoble and Anspacher), AID (Barrett), and DOD (Hand, Wilson). We left with each a copy of the outline (with names of CIA lecturers omitted) and obtained promises of the desired lecturer support. 2. I drafted for DDTR a negative response to the request of the U.S. Army Civil Affairs School that the Agency send a monitor to that School's forthcoming counter- insurgency course. 3. In response to the oral request of that 25X1A8 TAS/OS supply statements of "C-I doctrine" for the possible presentation of an Agency statement to the Special Group (C-I), I forwarded in lieu thereof a copy of the biblio- graphy recently prepared by TAS/OS for the Sub-Committee on Doctrine of the Counter-Insurgency Training Subcommittee of the Special Group (C-I). 4. In delivering to DC/CA OTRts comments on 1A I relayed orally the DTR's concern that those comments not be transmitted without careful CA Staff review and edit, based on CA Staff's primary and authoritative concern for the subject matter, as compared with OTRts indirect and unofficial position. 25X1A6a 25X1A8 5. I asked COS to weigh training tasks and personnel against the desirability of sending an = officer to the Fort Bragg senior C-I course 15 - 20 July and recommend.
