We have been laboring under sane apprehension as to fill- ing all of the 11 spaces allocated to CIA at the Kings Point Execra- tive Seminar Center. We are working with the Executive Secretary, Training Selection Board to determine a suitable position for the Agency to tak? in response to Mr. Macy's queries. recent letter to Mr. McCone Erna John Macy, Chairman, Civil Service Cc~anmission, presents us with the requirement to estimate Agencyuse of this executive development facility for fiscal year 1966. To cc~anpl3cate the problem further, we are informed that a second Center will probably be established and we are asked to indicate whether we would prefer to have the new Center located in the mid-West or on the West Coast. Finally, the Macy letter asks that we estimate B. A limited number of brochures have been received on the University of Wisconsin's Summer Institute for Federal ExecutiKes- 1965. According to the descriptive literature, the seminars cam- prizing the upcaning Institute will follow the pattern of the pro- gram offered last summer. We will distribute the brochures axid announce the Institute in the 0'!R Bulletin. Dr. Donald F. Chamberlain, AD/OSI, has returned from the Ballistic Missile Staff Familiarization Course, Vandenberg AFB. This is the SAC course in which we finally received a limited quota after three years of requesting. Dr. Chamberlain has the following to say, "It is my opinion that this course is not suitable for OSI or other CIA personnel already possessing a fairly up~to-date knowledge of the technical characteristics of U. S. space ICBM's. I believe it is of value only to those needing a very general orientation course. '" 2. The War Plans Staff wishes to send four or five employees to disaster recovery .and atomic demolition train- ing programs. Acting Chief/ WPS, 25X1 explained that they are getting more involved in this type of activity. In the past, the Office of Research and Reports has been the user of these types of programs. This is another example of the ever broadening coverage required by the Clandestine Services in external training. 3.
