1. In my Weekly No. 1 (4 January 1965), I mentioned

The following memorandum (Chief, SR Division,. to the DDP

2. Although the Pentagon Nuclear Weapons Briefing is
only four hours in length, it is one of our more important
programs. This course gives the high level busy man his only
opportunity to receive training in the field. In the past, this
type of employee has been enrolled in the longer course at
Sandia but usually must be canceled due to office requirements.
Our selection is based on either the above type or the employee
who went to Sandia a number of years ago.
This time we were able to secure additional spaces
in the 9, 10, and 11 February runnings. Among the 20 employees

4. There were udents included in the spring term
tuition advance of whi received money. Two of the
remaining three were sent on emergency TDY's and the third
simply forgot and could not be reached. A better record
could not be hoped for. However, 75 training requests arrived
too late to be included in the advance. Generally speaking, the
guilty party is the office and not the employee. Most of the
requests were started in time but took one to two weeks getting
out of the supervisor's box to career boards
5. "The Course" - Ballistic Missile Staff Familiarization -
is creating a protocol problem. However, it is not really OTR's
problem. The Senior Training Officers of the DDI and DDS&T
nominated their official candidates. However, the candidates
change weekly due to the "pecking order." Dr. Chamberlain
bumped who in turn bumped The 25X1

again jockeying to bump somebody. e were i ormed on the
Training Officer level that is making a comeback. 25X1
It will be interesting to see ow gets back to 25X1
home base, expecially since he is e Acting Chief of OSI's
Ballistic Missile and Space Division.
6. For the past four years I have been in constant
communication with Dr. Rolfe Allen of the Training Division of
CONARC. We finally met for a luncheon on 27 January. I have
never dealt with anyone who knew as much about his business as
this man. We always joke about getting together,, but recently
he has urged me to come over to the Pentagon for lunch. I have
the impression that he is phasing out. This was to be a luncheon
of the two of us, but when I arrived Dr. Allen had invited ten
colonels, all of whom deal with different phases.of DOD training.
Nine of the gentlemen were folksy, friendly, and mid-western.
We simply discussed their teenage children and housing problems.
The tenth colonel, seated on my right, was a sophisticated
easterner who is presently assigned to the JCS. His name is
Colonel Samuel N. Carrick. Col. Carrick mentioned that he
attended project USEFUL last year. I was left with the impression
that he is a shrewd and determined man.

I do not know why Dr. Allen arranged this
fanfare but it was not an accident that Col. Carrick was
given the protocol honors.
