Chief, ETB, and spent Tuesday at the Headquarters Building giving out the blanket tuition advances for the fall semester. 131 students were included on the list for a total of $15,477.50. For the many whose requests were not received in time for this advance, we will be processing priority reimbursements for the next several weeks. Both reported that the day went quite smoothly. Apparently, both students and Training Officers are becoming accustomed to this relatively new procedure. There are always varied and interesting questions when the Training Agreements (where appropriate) are presented. This time one student, ORR, announced she could not possibly sign since she would not be with the Agency for that length of time (12 months). This was reported to the ORR Training officer, and also the fact that was going to ask to take one three-credit hour course, instead of two courses -- so that she would not have to sign an agreement. This was the first ORR had heard of possible resignation. The request for sponsored training has been withdrawn. One small hitch did develop before the scheduled starting time of 10:00 a. m. -- ("the best laid plans --- ") with everything in order on Friday and thoroughly cleared through the Office of Finance, who would have expected that the Audit Staff would pick Tuesday morning to start auditing the Disbursing Office at Langley! Hence, a delay in picking up the cash, and the early birds had. to come back later for their money. SECRET CRT!? To date we have received 67 requests for sponsor- ship in the American University and George Washington University off-campus courses being conducted at the Head- quarters Building The breakdown is as follows: No. of American University: Requests Income Analysis 23 Automatic Data Processing Systems George Washington University: 20 Calculus I 16 English Composition 1 Geography of Eastern and South- eastern Asia 3 Geography of the Soviet Union 2 History of Russia 2 At a cost of $90. 00 per student, total cost for tuition for sponsored students of $6, 030. 00. 3. While talking with the National Security Agency Wednesday, in connection with a DDS&T requirement, we learned that the Registrar, has been trans- 25X1 ferred and has replaced him. may be reached on We were attempting to get information on a course which ORD knew only as, "Programming on the RYE and TIPS Systems," and in which they were most anxious to enroll an employee. called yesterday to say that the course is entitled, "Regular Course on 490 Programming." It is four weeks in length and begins Monday -- one space is available. We have enrolled a mathematician from ORD and are preparing a nomination letter to over DTR's signature. State by NSA and the H. B. Singer Co., will probably be dropped. This is an interesting development since we have been sending employees from OEL and have a small quota for the rest of this fiscal year. 4. We 2'eceived an interesting letter from Mr. Lo. A good many have no idea of true facts behind some of the recent sensational publicity. (Apparently they don't read Life, etc.) "b. In my opinion only Ambassador McClintock talking about Diplomacy and International Law on 25 August was pointedly critical. He tied organizational blunders to "d.
