II. OTHER ACTIVITIES
A. who had pre-
viously participated i China Familiarization course,
spoke in the Career Trainee course and was an unqualified, suc-
cess. He made a one hour presentation and then answered ques-
tions for an additional hour. He was still being questioned
after five o'clock on Friday afternoon--clear evidence of the
impression he made. We hope to prevail upon him to con back.
B. In my judgment the presentation which I made
yesterday to the First Class at Annapolis was not the "unquali-
fied success" achieved by n our course. I would
like to explain this situation in scme detail since future re-
quests for speakers may come your way. Apparently the DOD has
levied a requirement on each service academy that it present a
course on Counterinsurgency to its graduating class. Quite
reasonably the people at Annapolis contacted the NIS and asked
for recommendations of guest lecturers to present such a course.
The "course" consists of eight presentations to a group of 800
midshipmen. I found that I was allotted precisely thirty-five
minutes to cover the subject of "The Threat of Communist Insur-
gency"--followed by ten minutes of questions--followed by a
"seminar" with the staff at the Officers Club. Interestingly,
some of the midshipmen fo Towed dovn t He corridor after the
lecture period-with additional questions. I was pleased. The
Navy Captain who escorted me was appalled--they were holding up
the cocktail hour. I was appalled at his attitude. In sum, it
appears to be a rather mechanical, unimaginative response to a
directive which, in my judgment, will accomplish very little and
will put each speaker in a frustrating and difficult position.

While it's certainly true that one can say something in thirty-
five minutes, I believe it's also t e that the net impact is
not going to be a particularly useful one.
