22 - 29 November 1965
I. SIGNIFICANT ITEMS
None to report.
II. OTHER ACTIVITIES
1. The experimental combining of the CPO&O and ACO
courses seems to have worked out quite successfully. As you
perhaps recall, we had long considered taking this step, and
finally did so on 26 October with sessions scheduled three
mornings per week for five weeks (because of the room
availability problem at Langley). The combination has
several clear advantages. It enables us to provide a sub-
stantive analytical review of developments in Communist .
Parties which provides a much better basis for our DDP guest
speakers on operational matters. Although, technically,
the CPO&O had been a prerequisite for the ACO this had never
been enforced and had frequently resulted in serious
informational gaps on the part of the students. This
problem is corrected by combining the courses.
In addition, we have to draw less heavily on the
DDP for guest speaker support. This has several advantages.
It enables us to break the virtual control which ICG exer-
cised over the course. We can be more selective in our
requests for guest speakers concentrating on those we know
will present something of value. Finally, we are less of
a nuisance to busy DDP officers.
who were join supervisors of
the course, are convinced that this worked sufficiently well
so that a permanent combination should be undertaken.

2. This is apparently SIC's "week' f~~~~"
since we are providing three full days of instruction in
two DIS courses. We had agreed, on an emergency basis, to
fill the void left by the death of the
DIS staff officer responsible for their Communism coverage
in the Defense Intelligence Course. This is the week
during which they pick up our IOU. Hopefully, they will
not be depending upon us to fill this gap on a permanent
basis.
3. With reference to external commitments of a
"permanent" type our support of Ambassador Randall's
American University course seems now to have reached that
stage. This is not a heavy burden, however, amounting to
one-half day five times annually.
