Henry has kept me well informed about the progress of his program and he has felt that it was going well - particularly in the sense of contributing to the station's basic DATE: 29 March 1965 1. Only five students were registered for today's CPO&0, but Dand I felt that it should go on regardless of small number. We have found -- as would be expected -- that the give and take in a small seminar such as this is much more productive for the class. We are hopeful. that ACO efforts wi11 be rewarded with a few more students than is normally the case in that course -- an average of about ten. He has not only worked out a new and a potentially interesting program, but has made a real effort to sell it to a great many people in the DDP, having contacted all the training officers as well as many branch and desk representatives. The most recent development is the addition of Kirkpatrick an to the first day's program. This came as a surprise to botx and me. if he, 25X1A might arrange the program -- not an unusual request since e normally appears on the first day. However, he went somewhat further than expected in inviting Kirk and TK. Being aware of your concern about using these people too much I hope this does not meet with your disapproval. 5. We managed to cut back somewhat in our participation in absence and the fact that I was scheduled in ~tutesman's course at the same time as in Keppel's forced Keppel to look elsewhere. Hopefully, he has now turned up some alternates and we will be able to maintain this cut-back. Ironically, I believe he had to go out into the academic community -- and, of course, to pay the new speakers -- in the absence of support from his own Department, John Keppel's dust-concluded Communist course at FSI. In Stutesman's course they had been suggesting for some months that the Agency, with J'4dM as recruiter, should provide a speaker to discuss Communist techniques of subverting and weakening developing countries. I finally suggested that they use Thomas P. Thornton, co-author with Cyril Black of Communism and Revolution, an asset right in their own backyard in I&R. apparently 2~ rn~on accepted with considerable reluctance -- claiming that his views were "controversial" -- and I have not heard how his turn with the troops worked out. I felt, however, that the monkey should not be put on our backs quite so frequently. 6. The one external area in which ~~.a~e still experiencing some frustration is the $re~4aware 25X1A that the Agency is desirous of assisting, ands,3ae lso are aware of the difficulties of the problems involved, but the inadequacy, and at times the downright stupidity, of the0 staff at the 25X1A continues to be discouraging.
