Dr. Tietjen 25X1A9a At this special meeting, C/MS asked the Members to consider only the assignment of a GS-9 Medical Technician (Supply) to 25X1A6a It was noted that at the Career Service Board Meeting of 27 Febru- ary 1957, it was agreed to hold a meeting to decide the appropriateness of upgrading this position to GS-11. At this meeting, held on 28 February, it was agreed that the Senior Far East Medical Administrative Officer would be better located intnd that, through such a move, additional supply responsibilities would be involved in the position under consideration. It was felt, therefore, that the position might be upgraded and C/ASD has initiated appropriate action with the Office of Personnel. GS-9, Medical Technician (Supply), who had been nominated to this position, was informed of the decision. The Executive Secretary reviewed a memorandum from Mr. stating he would accept the position if the Board assured him that he would receive the GS-11 rating when the position had been upgraded. The Board was requested to 25X1A9a consider the assignment of Mr.- and also a reply to his memorandum. 25X1A9a 25X1A9a 25X1A9a 25X1A9a C/TSD, C/ASD, and DC/ASD voted against the assignment, feeling that Mr.~ had placed the Board in the position of promising a pro- motion before the action of upgrading the slot is approved. C/PCD and C/PD felt that the Board could easily assure Mr. that he would receive consideration for the promotion and, at the same time, inform him that such a request would have to be initiated in the field. After further consideration, the Board decided to reply to Mr.lllllllllllllllll to the effect that the Board cannot give assurance that he will receive the grade of GS-11; however, he will receive consideration if and when MS/mam Distribution: Orig - C/MS 1 - DC /MS Appro R 1 ....
