SUBJECT Clinical-Administrative Organization
REFERENCE My memorandum, dated 22 December 1969,
subject as above
1. Pursuant to our discussion of the referent memorandum,
and as you requested, another alternative reorganization of the
clinical-administrative activities of the OMS is depicted in
the attachment.
2. This alternative would bring the PA/OMS into the OMS
command line rather than in his present advisory capacity, but
would continue to provide for a direct relationship between
D/MS and the chiefs of the OMS clinical elements. As Assistant
Deputy for Clinical Activities but also as an integral part of
the O/D/MS complex, he would have command prerogative but his
activities would be as specified by the D/MS.J The broken line
is intended to convey that the ADCA has a special functional
relationship with CD, S PD and PS (as well as with the Special
Assistant to the D/MS).
