Rivers Committee. This went very well. The Committee appears
to want more frequent briefings.
5. briefed Admiral Taylor for Z - l / 2 hours.
The DDP Division and Staff Chiefs are next in line, and Admiral Taylor
will give them a full three days - Tuesday, Wednesday and Thursday
of the week of 17 October. The Admiral was apparently most interested
in the senior staffs, their roles and conduct of their activities. Tom
stated that the Admiral was most relaxed and informal and he did not
believe that any of the Division Chiefs would have to do a great deal
of preparation for this briefing. This isn't, however, for personnel
and money figures.
6. The Managerial Grid was given a strong plug by - He 25X1A
asked for a show of hands of those who have attended and it appeared
from a casual observation that maybe a bit more than half had not
attended this course.
7. Tom asked all present to read very carefully his memo of how
to prepare papers for the Director. He hoped that they would all
read it with care because he would like to spare them a session with
the Director going over one of their papers.

copies of our papers not be made available in the Pentagon because
this interferes with his very fine coordinating efforts with Deputy
Secretary Vance.

12. There was much discussion of what should be passed to the
Clark Committee and also what should be discussed with the representa-
tive of the BOB, Convisser. It was decided that Convisser would be
briefed in the "tank" and not make a projected trip to TSD.
25X1A 13. During off-duty hour will be the point of
contact for queries by the State Department on our operators abroad
who may have come to the attention of the press or been PNG'd, or
some other type problem. It will be sponsibility to pass
this on to Divisions in order that the appropriate reactions may be made.
This is also a part of a program to keep the Night Duty Officers
properly oriented and also to help them.
