OTR STAFF MEETING -- 26 May 1966
1. Quality Step Increase -- In Marcella's words, she was
"speechless" at receiving this QSI.
2. Liaison wit This activity which was formerly under the
Executive Director-Comptroller's jurisdiction was placed under OTR and
hereafter will be responsible directly to the DTR. Mr.
Richardson plans a familiarization visit t within the next few 25X1A
weeks.
3. Agency Speakers outside CIA. Colonel White wants only the best speakers
to represent the Agency. Colonel White classified as first class Bruce 25X1A
talk on counterinsurgency at
4. Kaiser Aluminum Pamphlet on Semantics. A well done primer. We will
use 100 copies for CT Intelligence Techniques, perhaps for the Basic Writing,
Conference Techniques, Middle Management and bring it to the attention of the
Midcareerists.
5. Studies in Intelligence Board Meeting. (ACTION: ALL) This meeting was
25X1A held last weekend at the- New members, 25X1A
25X1A made substantial contributions, article on GRU training
25X1A was passed by the Board; liked it very much. Contributions
are solicited and we should ibok over the Studies to see what sort of material
is covered. Contributions from rotating DDP officers should be encouraged.
6. DDS STAFF MEETING -- 24 May -- DTR attended
a. Language Lab Inc. - DTR briefed on this experimental project.

b. National Interdepartmental Seminar. Our "Day at Langley" at the last
Session was quite successful, Instead of the NIS visiting only the Auditorium
they now go the Operations Center, and NPIC Exhibits. Ambassador
Kidder will write a letter of appreciation to Admiral Raborn.
d. D. C. Official Parking Permits. These permits which allow parking in
certain places downtown not open to general public will expire on 15 June.

e. DDS Security Violations, There were two violations in April in contrast
with nine in April of last year. OTR did not have any.
f. Senator Eugene McCarthy's Resolution, (ACTION: ALL) This
Resolution to add members of the Foreign Relations Committee to Senator
Russell's Subcommittee is entirely a Congressional matter. DCI takes the
stand that it is "highly impertinent" for the DCI or the Agency to express
any position. Bear this in mind during our conversations.
h. Broader Dependent's" Compensation and Disability Retirement. Dr.
Tietjen reported on the Board of Employee Compensation review of the case
of a Middle East COS' widow, The Board decided that the COS died as the
result of inadequate medical facilities in the country and her compensation
was raised from $200.to $500 a month, It is becoming easier to get disability
retirement,
i. Mailing Paychecks to Banks. Bob Fuchs unhappily reported that most
people desire to get their checks in the office.

c. Agency Relationship with Universities, DDI has 30 people currently
teaching at universities. OTR has three,

meetings in the National Security Council, however they will deal with long

have prospects for another 10-15 internals and that many externals. We have
more than enough for the July class barring an unusual number of last minute

is checking on rotation opportunities to DDP for OTR paramilitary
instructors. DDI has offered us three people.for rotation, is to check

will send out next week. This will show the projected 66 budget and leave a
column for you to add or subtract. It will show the entire operating budget
for 67 and in 68 will ask for a complete new budget.
