MEMORANDUM FOR: Acting Director of Training
SUBJECT : CIA Relations with War Colleges
1. It must be that I am not privy to recent developments in
terms of our relations with these institutions. I am simply unaware
of the nature of the "overall problem of managing our relations".
I don't know what the ""problem" is, and I was not aware of the need
for "management". I have the impression -- perhaps
a
terribly simplified
one -- that our connection with these institutions
is
primarily in terms
of the students we send and, secondarily, in terms
of
guest speakers and
panelists. TSB handles the first -- the second is
a
"problem" only in
terms of OTR's identifying those individuals invited to speak. Do we not
more or less accept the fact that OTR does not control or manage these
speakers.
2. 1 have only two suggestions toward aiding in the accomplishment
of the Executive-Director's objective (incidentally -- is this based
upon an assumption on his part that the objective is not now being
achieved?).
a. Executive-Director should personally brief Agency
speakers headed for War Colleges concerning his philosophy
and objectives.
b. Executive-Director should talk at the three-day special
program for War College selectees. After all -- the students
whom we send are by far the best resource for carrying out
his objective. When I attended NWC I regarded this as
principal objective -- this was a representational assignment.
In addition, they could be provided with some material for
handouts -- to be used if an opportunity arose while they
were in attendance.

3. Finally, 1 am not privy to recent developments concerning
our representatives at these institutions. 1 understand that this
might be the problem, but not knowing more than that cannot use-
fully comment. It has been my belief that we do not need them.
