1. This memorandum contains a recommendation for your approval
in paragraph 5.
2. The Office of Training has requested the establishment of five
staff positions for the Information. Science Center, as follows,-
GS- 16

The position and fund authorities for Fiscal Years 1973 and 1974 provided
for an increase of five position ceiling and three upper-level ceiling for the
establishment of the Information Science Center in 'the Office of Training.
No increase in supergrade coiling was authoilzed.
3. Our review of the proposal and yob information on the positions
as originally established in March 1963 in "1 e Department of Defenses
indicates that the lovels proposed are appropriate and consistent with the
ftunctioi s assigned to the positions. The positions were approved at the
hovels proposed by the Office of Training when established in the Defense
Intelligence Agency. The Director, Information Science Center was approved
at GS-16 by the Civil Service Commission. 25X1

4. Approval of the recommendation of the Director of Training
will require one additional upper-level ceiling. Previous approval
authorized an tncreaae of three in upper-level ceiling and four upper-level
positions are being established. The Deputy Director for Suu oport has
identified an existing super grade position to be downgraded to a GS-15.
There will, therefore, be no increase in authorized vapergr?ade positions
for the Support Directorate. IX. i
5. I recommend that you approve the establishment of the GS-16
position for the Director, Information Science Center in the Office of
`ratting and one additional upper-level ceiling.
