Complimentary Feedback from Agency Presentations Several recent Agency spokesmen involved with programs here at DIS have generated much favorable comment toward the Agency: (a) General Walters took time to greet personally each Military Attache and his wife following the Graduation Address he made on 8 December. The Commandant, the faculty, and several attaches told me how much the General adds to their program and the clearer understanding of our Agency's relation- ships In particular, General Walters told the audience how much he has learned about the Agency's responsibilities in the 10 months he has been on the job and he now knows first hand how professional we are in all aspects. He made a plea to the Attaches to try to understand the special (b) an analyst in OSR, did a magnificant job in describing the various intelligence aspects of the Warsaw Pact and the intelligence assessment on the Sino/Soviet Border Buildup. is a. black officer, and in addition to the excellent command of his subject and its delivery, was a good image of a minority analyst who made good in CIA. (c) We had a superb formal briefing by Miss a Soviet internal affairs analyst from OCI on the subject of how an analyst goes about his job. This was one of the real highlights of the year for this course. The officers were especially intrigued by the fact that this was a female spokesman for the Agency. I have engaged only one or two other women analysts in DIS programs who came close to matching the standard o presentation. 2. General Walters Asked to Speak to the NSIC In response to an informal request by DIS authorities, I have a tentative agreement for General Walters to address the National Senior Intelligence Course (NSIC) on 13 February. The NSIC is a 14-week course for officers and civilians at a level just above our AIS. I was asked byl to draft a letter of invitation inasmuch as this presentation would address the sub- stantive and managerial responsibilities of the DCI and DDCI. This would be the first briefing in this course from the DCI level since the late General Cabell. Other senior Agency officers will also speak to NSIC. 3. Speaker Requests Heavy for January-February Dates I have been completing a master schedule of Agency speaker and film requests to carry into January, February, and March. For the three principal courses to be running during this period -- the Joint Intelligence Course, the National Senior Intelligence Course, and the Attache Course, the total is 82 presentations. This appears to be the heaviest commitment of Agency resources for a three-month period since I have been here. Among the senior officers, in addition to General Walters, will be Bruce Clarke, for details. ) and Harry Eisenbeiss (see Projected Activity Schedule Two visits to Headquarters, Langley, are scheduled -- the Attaches on 31 January; the NSIC on 13 March. Separate programs are being prepared for the visits of these senior officer classes. Case Study Still Popular I have engaged and his popular case study for the Attache/NSIC classes in March and the DIOC course in April. George is well-received and in the view of the DIS faculty makes an educational input that they could experience in no other way. DIA pays the honorariums. 5. DIA is Commended by Chairman, Joint Chief of Staff I was given a copy of an internal DIA memo from Lt. Gen. Deane, Acting Director, who passed on rare praise of DIA's efforts to all hands. I have attached a copy to this report because I believe it reflects a new wave of optimism in DIA that they will and can do better under the new leadership. At least that is how it appears to me from conversations I have had. 6. Administrative Notes I hope to take a few days annual leave between the two holidays -- the only gap in instruction here this winter. The planning for the first inter-governmental conference on Instructional Technology (September 1973) is proceeding on course. I am meeting periodically at CSC headquarters with an evaluation committee. I'll keep osted on items of Agency interest. This promises to be a great conference.
