Commented on the DD/0's discussion in which noted that the DDO
Midcareerists observed that OTR's instructors appear to be not involved enough
in "massaging information on the directorates."
Asked that School Chiefs ensure that each person who gives a presentation
on an OTR course does as well as he can and that the instructork critique
the performances; suggested the possible use of an operations instructor to
monitor the DI)0 presentations given in SIWA.
Noted that the deadline on the Annual Personnel Plan has been deferred
from 15 July to 1 September.
The DD/P will be in the Middle East from 22 June to 5 July.

The Laquer lecture appears to have been just "so-so". Over 400 at the
opening; about 100 remained; lecture was taped.

Aiirounced that a policy paper will be coming out on the matter of show-
ing an employee the comments of the reviewing officer on FRs?; effective date
for this action will be the date of issuance of the policy paper.
Reception for retirees set for Thursday, 28 June, 3:30 p.m., Senior
Seminar room.
Security violations - OTR during April. and May had only two; there have
been four in the recent two weeks, two of which were caused by "poor housekeeping."
Gave a briefing on the suggestion awards system in the Agency. Noted that
the average award in industry is $65.00; in CIA $265.00. In industry suggestions
approximate 11.4 per 100 persons a year; in CIA submission of suggestions amounts
to four out of 100 employees. The Agency's system has saved up to $4 1/2 million;
av :rds this year will come close to $37,000 as opposed to $ 23,000 last year.
Has a CT applicant with OTR potential; is sending the file to the DTR.
Mentioned that the DDMMS has set4:.15 as its CT requirements for FY 75.
Noted the two instructors are finishing up at Ft. Devens this week--and
preparation for the course that OS is going to give for the Special Forces
up there.
