Presented certificates to individuals in OTR who worked on the UGF
Drive, and thanked them for the "spectacular record" attained. by the
Office of Training.
Mr. Schlesinger met with the ExDir-Compt and the DDs and discussed
generally, the problems of the Agency. No date set for Mr. S's being
sworn in as the DCI; White House staffer-S&T, has been
serving as aide to Mr. S., spending time talking to top officials. Nothing
definite as to the meeting of Mr. S. with DDs and their Office Heads.

Seminar in Office Management under way Tuesday a. m. -
has joined the staff of the SSA/DDS. Suggestion Awards,
their importance and success, should be emphasized among younger
employees. W2s to be distributed on Friday, 19 January.
Mr. Cunningham to be at from Thursday p. m. to Saturday
a. m. , meeting with the Board of the Studies; last meeting as Chairman of
the Board. Will be at the. DTS for the opening of the Senior Seminar on
Sunday evening.
CSI on foreign language program has been published; follows the Hqs.
regulation--and more; prospects for success of the program in CS are good,
if CSI is implemented as prescribed.

COS Seminar to be given; eight,possibly nine Chiefs to attend. First
running of the Narcotics Course for CS Officers ready. FSI's course for
the. SEA-designees from Customs and I3NDD plus a few from State, has
just started; OS participation Tuesday and Wednesday, 23rd and 24th of
January.
Action: - Info on narcotics training (es-
pecially the ONNI request for a program for narcotics analysts) and recent
requests to be given to the DTR for his use at the DD/S meeting on Tuesday,
23 January.
to be absorbed by each Office; about $215, 000 in FY 73 and $457, 000 in
FY 74. OTR ceiling to be lowered by 12 by the end of FY 74. Parking crunch
(at CofC for students and at Hqs. for OTR people); no relief foreseen in
STATINTL the case of the latter especially.
CTs (5) attended the recent Support Services Review: Trends and High-
lights, course considered to be advantageous for CTs; DTR wants them
mixed in with regular classes, not a T&H for CTs alone.

The EEO is not to be concerned with grievances but with affirmative actions.
AOC began Monday with 11 students. BOG completed; party on Wednesday
evening; went smoothly.
OTR Orientation (11 January) was a modest success; some changes required;
fairly minor criticisms; significant gap to be filled: overall discussion on
OTR.
