I have already expressed myself to you that I believe a "seminar" expert (i.e., on. technique of conducting a seminar) with some background in international affairs could run such seminars if-they are to be conducted. by QTR. .Z do. not, believe they should be in a "think tank", as suggested by but should within an operating unit of OTR. it.
