Our reorganization proposals includes reference to area seminars,
provided,this is a t-glicy decision,not-within the ken of the task-force

Conceptually.. I have already expressed myself to you that I believe
a "seminar" expert (i.e., on. technique of conducting a seminar) with some
background in international affairs could run such seminars if-they are
to be conducted. by QTR. .Z do. not, believe they should be in a "think tank",
as suggested by but should within an operating unit of OTR.

25X1A I cannot quarrel with basic approach., as far as it
goes, except that it omits the one ingredient most bugging our "policy-,
makers"O apparently, i,e.., failure of the policymaker and Kbcys analyst
to be in touch with each other. Any of these seminars should include
appearances-by NSC people who can articulate what is wanted. ',I think
that Joe risks not being in contact with current operating relati onships
between the DDI and NSC, on the one hand, and with the world of systems
analysis on the other. His proposal retains the classieal.,Wa academic
treatment of a. sub ject rightly or wrongly,, our current situation demands
that we "get with it" in a new mode.
