1. All students scheduled to attend Senior Service
Schools are briefed extensively prior to their departure.
The briefing includes information on Senior Officer Research
Projects as directed in the DTR's March 1967 memorandum,
with a concurrence by Executive Director-Comptroller.
The students read the memorandum, we discuss time needed
here in Headquarters to clear topics and drafts, and they
are invited to read a, list of subjects which have been
approved in the past (copy in ISS).
2. From records availabl In TRR we compiled the
following chronology on request for
publication (OCI employee, r war College, 1970-71):
a. 15 September 1970. asked for
approval -to write two articl s Tor publication in
lieu of writing one research paper. His request
was forwarded to OCI and OS/EAB (copy in ISS).
b. 13 October 1970. Deputy Director of Current
Intelligence informed-opy in 1SS).
c. 19 October 1970. OCI approval (copy in ISS).
d. 26 October 1970. OS/EAB approval (copy in ISS).
e. 28 October 1970. In a telephone call to
, ua'x gave the word that the topics had been
approved, with a reminder that drafts must be cleared
before publication.

of his paper for pu lication in The Military Review
One copy went directly to OCI and e o er to

Included in the package was a letter from the Editor--
in-Chief of The Military Review dated 14 July 1971,

g. 30 July 1971. OCI/TRO inquired if QTR had

clearance was en route.

request far publication. A copy of memorandum is
attached.
3. Our standard procedure in these clearance cases
includes serving as a channel of communication between
students, their offices, the Cl Staff and/or the Office
of Security. Agency regulations charge individual offices
with the responsibility for securing clearances for
publications.
4. The problems encountered in case
are isolated ones. Factors unknown , - ition
to changes of personnel in OCI, may have led to the
obvious misunderstandings between --land his
supervisors.

The package from including his request
for permission to publish an ar is or was reviewed at
several levels of command.
The article entitled "The United States and Detente
in Europe", prosonts no security problem from the stand
point of classified information. However., it has a
strong policy orientation and, indeed, assumes didactic
tone in discussinq what the US "must" do in its Europe w-1
policy. it is clearly undesirable that CIA should be
associated with such a paper. 'In view of .,Agency policy
requiring the opeii identification of CI? author y, it is
necessary that his request for publication of this paper
be disapproved. This position was reported to Office

Hugh Cunningham was asked to review the briefing given to
employees who will be attending senior service schools to ensure that it
is modified to avoid a flap which resulted when one of our students at the
Air College wrote an article for publication in the Military Review.
