The final roster for the National Interdepartmental Seminar beginning 5 January was given to on 30 December and the briefing was held that afternoon. With the addition of two nominees on 29 December from O/DDS, we have six students. There are three from DDP/AF (including the and three from DDS O/DDS, assigned to and O/DDS). 2. DDS/SSS, will be the Agency's representative in the next Brookings Institution's General Administrative Conference, which will be conducted in Williamsburg, 12 - January. 3 3. Another research topic was submitted for clearance, this from FI, Naval War College. His topic, "Defense of Gibraltar, " will be unclassified. Clearance is pending in FI and 4. Reference Weekly Report 11 December, the case of Gary OER, is still pending. We re-checked with I _j Chief of Support, on 30 December; designation has now been deferred to 9 January. The transfer to OEO is still not final. 5. At the request of Dr. Tietjen, D/OMS, AIR has been attempting to procure a slot in a ten-month program at the National Naval Medical Center, Bethesda, in Hospital Administration, for Peter OMS. It was explained to OMS that this would require TSB act being full time training of a semester or more, but paperwork has been deferred because the enrollment deadline -s 1 January 1970. Our Navy contact explained that the 1970 program has been opened for the first time to the Coast Guard and Air Force, in addition to Navy personnel. The Medical Service Corps is unable to accept any others at this time but did leave the door open for a possible slot in 1971, so OMS is forwarding the paperwork through O/DDS to OTR and the TSB. 6. Our second space in the Department of Defense Computer Institute's Sr. Executive Course, 26 - 30 January will be filled by 25X1A9a another CS officer, FI Staff (GS-16), is25XiT' 9a 25X1C4a under F1cover but is being "lifted" for attendance 25X1A9a at this program. FE, is the other nominee from the CS. 7. Dr. Edward L. Allen, Director, Office of Economic Research, called AIR to ask if OTR is aware that American University is considering a change in the Off-Campus Policy. The new policy will state that Off-Campus programs must be open to all qualified applicants beginning with the Summer 1970 semester. This will affect CIA, the White House, and others which limit their programs to their own personnel. Since we had received no official word from A. U. on this matter, we called our contact at the University and were told that, although they, too, had heard rumors, nothing had come through in writing. Since the new policy will not affect our program until the Fall 1970 planning, this and other matters will be discussed by ISS with Herbert Stutts, Dean of the College of General Studies, and his assistant, Chris Rogers, at a meeting scheduled for early February. 25X1A9a 8. Through the efforts of I Chief, Photogrammetry Analysis/NPIC, we were finally able to obtain two instructors for the Off-Campus Mathematics courses at NPIC. Both applications have been forwarded to American University, and we are awaiting word on acceptance of their qualifications. 9. AIR has been receiving from the CS an increasing number of requests for information on college-level training which can be sent overseas to Foreign Nationals. Our assistance in this subject is limited. We are, however, developing a file on general sources which are usable in any region of the world so that for future requests, research will be limited to specific areas. Deputy Director for Accounts and Audit, OF, recently completed the Brookings Institution's Conference for Federal Executives on Business Operations, which was conducted in Minneapolis and St. Paul. visited ten different business firms, and his critique contains the following comments: "The week of visitations with the officers and directors of private commercial concerns in the Minneapolis-St. Paul area was extremely valuable. One of the major enlightenments of the week was that large corporations are now realizing they cannot ignore their relationship with, and participation ~r in, community affairs. This was particularly evident V" in the case of a large public utility which is 'running scared' after discovering that their public image is not at all what they would like it to be.... The Conference was a most worthwhile experience and I recommend that the Agency continue to send as many Agency representa- tives as possible to this kind of Brookings sponsored conference.
