MEMORANDUM FOR: Director of Training
SUBJECT: Weekly Activities Report No. 37
8 - 11 September 1970
1. DCI/PPB, a student currently at the
National War College, appealed to us to pay for his thesis
course ($348). This course is part of the master`s degree
program at NWC but GETA specifically prohibits agencies
paying the cost of training to obtain an academic degree. We
do pay for the 15 :hours ~$870~ in the program we consider job
related. complaint is that :his colleagues are
reimbursed for the whole program. This is a fact because
the military and FSI are exempt from GETA. We can't rationalize'.
paying this course fee which merely entitles the student to submit
the paper he must write for NWC to George Washington University
as his thesis requirement. In our opinion this is
option and he must pay for the thesis course as his predecessors
have done. will participate in the degree program.

2. The Library will not be open for business on Tuesda
29 September. It will be used then as a set to film -
3. To date our statistics show 352 requests for part-time
academic training for the fall semester 1970. Of these requests,
252 were included in the Group Tuition Advance. Requests are
still coming in for this semester and are being processed as
reimbursements. The cost for those included in the Group .Advance
was over $44, 000, the largest to date.

5. The two Agency spaces in the DODCI Intermediate
Executive Course starting 14 September will be filled by'
- DDP/SG,? and RID.
6. OL, will attend the Naval Materiel
Command's Cost and Price Analysis and Negotiation Techniques
Course starting 14 September at the Washington Navy Yard. We
can only obtain spaces for this course when the Navy does not fill
its quota. ~ ~,l 1._ ,, ~
7. NPIC, will attend the 14-week
Defense Intelligence School resident course, National Senior
Intelligence, beginning 14 September. This is the former
Advanced Intelligence Course.

g. OSP, received aCSC/Career
Education Award formerly NIPA) and attended Stanford University
during the 1969-70 academic year. He signed a Continued Service
Agreement, which committed :him to serve 27' months. While he
was still at Stanford, requested a year's LWOP
to continue his studies. This was not a proved by his Office.
On 1Q September 1970, notified OP that he was
resigning on 11 September to return to school.

tuition, books, travel, and per diem.

10. Because of minimal interest shown in International
Bank and Reconstruction Reports and International Monetary
Reports, the OTR Library will no longer receive these reports.
