The past two weeks have been devoted to the orientation of incoming Chief, CTP, I. We have visited several senior officials in the Plans, Intelligence and Support Directorates, journeyed tol on 13 July for briefings about the Basic Operations Course, reviewed CTP files and consulted extensively with the Program Officers. John's varied career as an experienced field operations officer and base chief plus his recent completion of Army War College studies provide appropriate and interesting preparation for his assignment to the CTP. 2. Responses are being received to the proposal to restrict the CTP to external candidates. The early consensus is that the Program probably should be restricted to externals. However, the proposal for a related program for internals is not being received so enthusiastically. While comments are divided and as yet inconclusive, a sound case seems to be emerging for Career Services to handle the development of young professional internal officers without CTP involvement. We will continue to study these proposals as additional comments are received. 3. The CTP personnel assistant, was trans- ferred by the Office of Personnel on 15 July to te Office of Special Pro- jects. Her new job will offer the possibility of the promotion she certainly deserves.
