JCS-DIA ORIENTATION
BACKGROUND
For more than 15 years, the Central Intelligence Agency has pre-
sented annually a one- or two-week orientation for senior representatives
of the Department of Defense emphasizing the Agency's capabilities in
war planning and contingency situations. This program -- known as Project
USEFUL -- has been designed primarily for representatives of the Uatf.Ied
and Specified Commands and for selected individuals from certain other
commands and elements of the Department of Defense who have periodic con-
tact with Agency representatives, especially overseas.
In late 1963, the Director of Central Intelligence decided to have
this Agency present an abridged version of Project USEFUL to promote
further understanding between this Agency and Department of Defense repre-
sentatives, particularly in the Washington headquarters area. The first
abbreviated program, of two-days' duration, was given at the CIA Head-
quarters in February 1964. Subsequently this two-day program, which has
been presented semi-annually, was re-named the JCS-DIA ORIENTATION, to
differentiate it from the longer Project USEFUL.
Confirming the benefits to be derived from such an understanding
among CIA, JCS and DIA senior officials, the Director of the Defense
Intelligence Agency began inviting JCS and CIA senior employees to attend
a two-day Project HELPFUL in late 1964. This companion briefing has been
repeated semi-annually since then at the Defense Intelligence School.
PURPOSE
The objectives of the JCS-DIA ORIENTATION are to introduce the
class members to key officials of the CIA, who will discuss the organiza-
tion and responsibilities of the Agency's major components, and to cover
the Agency's interrelationships with the other agencies and departments
of the Intelligence Community.
While the presentations in this two-day program are necessarily
limited in time, class members are urged to ask questions of Agency speakers
or discuss views they may have regarding this Agency and its responsibilities.
