DDP Meeting -- 13 April (DDTR attended) a. DCI Trip Canceled. The DCI was canceling his FE trip and his EE trip was doubtful. b. LDX Facsimile Transmitter System. It sends eight sheets a minute and you get it immediately on the other end. It seems to be a wonderful thing as a means for dissemination of original material but they are not too sure about its use since you don't know who is getting the copy out at the other end. c. Clandestine Services Duty Officers. The DDP is quite impressed with these officers and does not know what they did before they got the CSDOs on duty. d. Data Regarding Character Flaws. An IG report. Failure to pass on and file this information has caused people to make wrong assignments. Discussion was held on what the contents of the soft and the hard files should be. The DD/P let it be known that he would consider the person who withheld or who was responsible for not recording this information as 25X1A9a W having failed to carry out his duty. In the DDP, s office 25X1A9a would be the repository for data of this type. (At the OTR Meeting,0 stated the School and Staff Chiefs should make known the informa- 25X1A9a Ccoption to the DTR and the DTR is responsible for passing it to the Director R?..of Personnel. The Special Assistant to the Director of Personnel is the WV.-office for the repository of sensitive information on people.) e. Review of Research Projects. In response to FitzGerald's questions of can they get enough people into these courses, what can be done J about it, and what is their quota, I replied that OTR is studying the25XlA9a ossibility of running another course and we would do what we could to ac- p get into the course because they are overseas, etc. , felt they were not in the "elite" corps. Language Training. At the DCI Executive Meeting about ten days ago, Bannerman raised the question of language testing and the fact that people were not coming to take their tests. The DCI said the other day they had since talked about incentive awards, mentioning foreign travel; also discussed was the acquisition of foreign periodicals, books, etc. (At the OTR meeting 0 noted. that Voice of America uses VOA broadcasts in their program,,) Des told his component chiefs to get their people out to be tested and wondered how "two times and you were out" would work -- no show for two.times and you didn't have a record of a foreign language. Savings Bonds. This being the 25th anniversary of the program, quite a drive is being put on this year. I reported that they want all to participate; those who are buying them should up their purchases and those. who are not should be encouraged to begin. In 1959 Agency people were buying a total of $82, 000 monthly and in 1965 some 3, 316 people were saving in this way $158, 709. 3. DDP Staff Meeting -- 6 April attended) 25X1A9a 25X1A2g 225X1A2 a. 0 Cables. The DDP asked all present to think about a better system for the distribution of cables. He said he thought distribution was much too broad under the present rules, and he would like to hear Approved For Release 02/07/01 :CIA-RDP784365A0 thoughts on this subject at the next DDP Staff Meeting. b. 303 Committee. He said it would be officially announced on 7 April that Walt Rostow would be Chairman of the 303 Committee and that Bill Moyers would serve on the committee too. At the request of the DDP, 25X1A9 a t Approvor R ing our penetration of the White House, provided some interes and intimate comments on the likely differences between operating with Mac Bundy and with Walt Rostov. No problems are foreseen, c. Missions and Programs Staff. who was present at this 25X1A9a meeting was welcomed by the DDP with the remark that he would officially commence his new functions on 11 April as Chief of the DDP/MPS Staff. d. IRG and SIG Meetings. The DDP said he wished henceforth to have a written report covering each Interdepartmental Regional Group (IRG) Meeting as this would enable him to approach the Senior Interdepartmental Group (SIG) Meetings more effectively. e. Funding of Political Parties. The DDP quoted comments recently made, by the DDCI on the subject of "Funding of Political Parties. The snnse of these comments was that we need to be very careful in funding political parties for any other reason than denying the area to the communists. The DDP also made reference to the wish recently expressed by the McMahon Committee to be advised after the fact of any issue we make to our reserve funds. The DDP commented that in practice this meant that he wanted to be advised of every project approved by the 303 Committee. f. Air Force -- Sterile C-130s. The Air Force has recently owned up to us that they have been "hoarding" some sterile C-130 for which the obviously have been plotting some clandestine operational use. C/II is 25X1A8b pursuing this interesting development, g. Matt Baird Award. The DDP made mention of the fact that Matt Baird got his Distinguished Intelligence Award medal 5 April 1966. Approveior Release C lA-RDP78 6. AO00, 00010110-1 1. Vietnam. C/FE presented a short brief on the current situation in Vietnam. Of most interest was his comment that he thought one reason for the up-swing in internal squabble in South Vietnam was that the Saigon Government has been doing relatively better against the Viet Cong of late and that in fact various factions were now beginning to look ahead to the spoils once again. m. DDP Budget. I mentioned briefly that money for the DDP 25X1A9a was tighter this year than ever before in his memory. 4. Panel on Clandestine Intelligence Collection at the DIS. Panel met 25X1A9a Wednesday. I represented CIA. It was plain that the services are all engaged in clandestine intelligence collection and are expanding. 5. Advanced Hearings, Headquarters Training Courses. I has 25X1A9a- instituted a system for hearings in advance of each Headquarters Training Course. Language Requirements. reported that at the Language Development Committee Meeting drafts were prepared for the Directorates on conducting a survey of the Agency' s need with regard to language re- 25X1A9a quirements. I alled and said he had shown it to and 25X1A9a that FitzGerald wants to ge 2 going right away. 10. Classroom Problems. I recently advised I _Jr that the classroom doors should be kept closed as much as possible. He men- tioned particularly the 7th floor where there is an uncleared waiting room. also stated that the blowers in the air conditioning units in all rooms should be on to ensure proper circulation. Discussion was held on the problem of volume control in the classrooms where the speaker does not wear the neck-piece. It was decided that unless the problem becomes more serious we would continue the present system of cutting in on the speaker to determine when it is necessary to adjust the pitch. 25X1A9a 11. Sony Videocorder. I reported there are several new machines just on the market similar to subject which was demonstrated to OTR on 18 March. Some of these appear to be better than the Sony. I mentioned an Ampex and a Norelco, and will investigate. 25X1A9a 25X1A9a 12. Midcareer. I reported that's problem is scheduled for the Training Selection Board on 19 April. 25X1A9a 25X1A2 Possible CTs. DTR asked that L. 25X1A2g 14. Headquarters Family Tours. JJ r IIAL reported that they had g will begin on 7 May. The DDS will be the first Directorate to bring their families,in. is the coordinator. The tours will begin at 10 o'clock and there will be several groups. They will be taken to the Auditorium, Library, Credit Union, Cafeteria, USIB Conference Room and then shown out. By families they mean mature dependents, which includes teenagers. 25X1A9a 15. Promotion. be tested for the CT Program. 25X1A9a 's promotion was announced. 25X1A9a 16. Personnel Rotation. Brian responded that this will be 50 percent of our planned rotations. Including the five DDP officers who have left Covert Training, there is a total of 13 DDP officers and 13 OTR officers who have been identified for rotation. Brian said we did not expect 100 percent rotations but had hoped for approximately 75 percent.
