Attached is an outline of the structure I propose to use in
writing the Preliminary Report to the DDS of the ISSG.
Each assumption and possible course of action would be
amplified with explanatory material, would include pro's and
con's, where possible an estimate of cost, and a recommen-
dation for or against adoption.
I welcome your comments and suggestions.
