MEMORANDUM FOR THE RECORD

to the Bureau of the Budget. He stated that he and Mr. Houston
would make an appointment as soon as possible with BOB people.
1. At the request of Mr. I telephoned Mr. -
- Deputy General Counsel, concerning action on the training
bill, advised that he had received a signed copy of the
memorandum requesting exceptions to the bill which was addressed
also advised that he was of the opinion that
Mr, id attend the Civil Service meeting and stated that
Mr, as a regular member of the Inter Agency Council
(replacement of the old Federal Personnel Council,) and that his ab-
sence would be more difficult to explain than his attendance. It
was s belief that the training bill was just one of the
items on the agenda and Mr. - was not to discuss the bill
or its particulars in any way.
