It was believed desirable to discuss the subject bill with the Deputy General Counsel, for the purpose of establish- ing Civil Service Commission or other necessary liaison in order that the Agency might be fully informed on Commission and other action taken under the law. 2. advised that he had drafted a Presidential Directive for DCI signature. This he intended to hand-carry to the Bureau of the Budget, requesting the exceptions to the bill necessary for the Agency to function within P. L. 110. stated that he felt it highly desirable not to establish liaison with the Civil Service Commission now or even at a later date, as it would be impossible to operate in conjunc- tion with them even though the regulatory powers concerning the Agency were invalid. 3. Under the provisions of the new training bill, agencies that already have training functions have 270 days from the date of enactment to function under the newly established law.
