1. In accordance with your oral suggestion of about 6 June, I"am sub-
mitting tentative proposals for a CIA Journal as outlined in the Reference.
These are intended for your comment only, If you consider the general plan
acceptable, I shall be glad to revise it,in accordance with any suggestions
you may have, for sul ission_ to higher authority

memorandum, Reasons for these, and for other proposals I have
added are given in Enclosure B.
3. I have talked with several individuals in CIA who might have an interest
in such a project as this, and their ideas are incorporated.
