In the afternoon of 6 January 1967 we were informed by the
Senior Training Officer, DDS&T, that STATINTL could not be spared from his assignment to attend the February Session
of the Harvard Advanced Management Program. Exploring, ' on
9 January,. the various facets of this sudden and unexpected devel-
opment we learned that the decision to cancel en- STATINTL
rollment had been made on or about 3 January by the Executive
Director in consultation with. the Acting Deputy Director for
Science and Technology. A phone call was made immediately to
the Administrative Director of the `Advanced Management Program,
Graduate School of Business Administration, Harvard University,
to give notification of the cancellation and to. ascertain whether
a substitution could be made. We were advised by Dean Van Corder
that a substitute nomination could not be accepted at this late date.
The Office, of the Deputy Director for Support was kept
closely informed. on the situation; we were notified by that office
on 11 January that the decision to pull out of the STATINTL
February running of the AMP was firm an . final even though the
Agency would not be allowed to propose an alternate candidate.
