In terms of his career development,, an appointment to a Fellowship in Congressional Operations would benefit Mr. - by enhancing bis appreciation of the problems of national policy and how it is made and implemented. Mr. - would return to an appro- priate senior position in OCI. Depending on other assignments in the interim, this might be as the Chief of one of OCI a substantive divisions. A full- time assignment to the staff of a Congressman, a Senator or House and Senate committee, in concert with the program of weekly seminars, will also provide the nominee a better understanding of the problems encountered by the Congress in dealing with various departments and agencies in the Executive Branch of the government. For anyone who plans, as I do, to continue his career in the government, detailed familiarity with the operations of the Congress will prove invaluable. I also believe that as a professional political analyst I will be able to contribute to the work of a Congressional Committee or an individual member of the Congress. 25X1A9a Approved For Release 2000/08/31 : CIA-RDP78-06367A000100190008-2 Approved For Release 2000/08/31 : CIA-RDP78-06367A000100190008-2 MISSING PAGE' ORIGINAL DOCUMENT MISSING PAGE(S): Approved For Release 2000/08/31 : CIA-RDP78-06367A000100190008-2
