SUBJECT: Nominations for Fellowships in Congressional Operations
1 . Attached Is the announcement on the 1967-68 Fellowships i n
Congressional Operations. The program, conducted by the Civil Service
Commission in cooperation with the American Political Science Associ-
ation, runs for nine months and provides an opportunity for promising
young executives to acquire a thorough understanding of Congressional
Operations. This year the Agency has two officers in the program.
One began the year in Senator Charles Percy's office and will move in
April to a Representative's office. The other began the year in
Representative Glenn Lipscomb's office and will move to a Senator's
office.
2. Each department and agency may nominate three candidates. The
nominating criteria appearing in the announcement provide a reasonable
guide for the selection of a candidate. .1 believe further that the
candidate should.be i n the 30 to 40 age bracket.
3. Our nominations must be submitted to the Civil Service Com-
mission by 15 May. The Training Selection Board will make the final
selection of our candidates.. In order to allow members of the Board
time for review of all candidates, nominations must be in the office of
the Executive Secretary,: Training Selection Board, 839 - 1000 Globea, by
the close of business on 21 April. Six copies of the candidate's bio-
graphic profile and iaates Hass report should accompany the nomination.
