In recent surveys of the Office of Training the Inspector General and the Management Staff Lave commented upon the lack of a clearly defined staanent of policy and responsibility for the provision of psychological services within the Agency. b. Agency requiremente for psychological services are steadily increasing not only in terms of the testing, evaluation, and assessment of individuelli in headqnarters and overseas, but also in terms of applyi 4i;n psychological techniques to various and differing operationaa problems of the Agency. ? In order to carry out its miosion the Office of Training has established over a period of years a staff of highly competent professional psychologists with training and experience in the clandestine services both overseas and at headquarters. This staff is supported by a filly cleared group of professional consultants who are nationally recognized as being outstanding in their various fields of specialisation. On 8 January 1.954 the Lirector of training advised the Deputy Director (Plans) of the need to clarify the relationship between the Office of Training and the Deputy Director (plane) components for more effective utili4ation of psychological services by components of the Deputy Director (Plans). On 4 Pebruary 1954 the Deputy Director (Plans) replied and expressed general support for the conclusions and recommendation of the Office of Training On this subject. A copy of this correspondence is included here- with under Tab A. e. The need for estahliehing Agency policy and responsibility for the provision of psychological eervices is intensified by the growth of Agency requirementa for sucn services, and, by the loss of efficiency which results within the Agency from uncoordinated and indiscriminate use of psychologies' personnel and psychological techniques in current Agency practice. such practices fall to use psychological assets presently available to the Agency in the Office of Training. D BOWS ION: a. In the interests of econony of force- and more effective use of available attests, it should be the policy of the Agency that all activities (a) involving the testing, evaluetion and assessment of personnel used by the Agency either in headquartere or overseas, and (b) involving the application of psychological techniques for operational purposes shell he reviewed, coordinated, and concurred in by the Office of Trein1ng4 b. To put this policy into, effectl the Office of Training, in addition to its current responsibilities for psychological services, should be given responsibility for (a) providing staff supervision over the procurement, assignment, and utilisation of professional psycho- logists throughout the Agency izaluding its overseas inetallations (this responsibility is similar to that of the Medical Office with respect to the -Lee of medf,eal personnel of the Agency), and (h) responsibility for review, coordination, and concurrence on all Agency activitiee involving the use of psychological services and techniques in support of Age ney operations. 4. OONCL1JSION5 Approval of the policy a reeponsibilities cited in the preceding paragraphs would ensure maximum usa of existing Agency psychological smote and would increase tile potential of psychological services and techniques to support Aoncy operation's. 5.
