Approved F PRC Action No. DD P-31-62 SUBJECT: Operational Programs of the Clandestine Services for Fiscal Year 1962 -- Summary Action 1. PURPOSE To formalize approval of the individual Operational Programs of the Clandestine Services for Fiscal Year 1962. 2. BACKGROUND a. PRC Action No. DD/P-12-61, in addition to constituting formal approval of the FY 1961 Operational Programs of the Clandestine Services, reflects approval of a DD/P proposal to revise the C.S. Program-Project System so as to place more emphasis upon the programs (and less upon isolated projects), as instruments of management and control at the top. The approved programs would be employed to set limits to freedom of action down the line while leaving, within those limits, decisions as to details to the operating levels. b. the major operating components of the Clandestine Services concluded advanced planning for FY 1962, which was then outlined in the drafting of the FY 1962 Annual Operational Programs. c. Upon the conclusion of an examination of these. programs for sub- stance and balance by the DD/P Board of Review and the related revision of the program presentations, the individual programs were then forwarded to the Project Review Committee for review and action. d. Pursuant to the precedent of previous years, this summary of action by the PRC. has been prepared upon a total DD/P basis. The attached schedule therefore includes and identifies both those items which were reviewed by the PRC as well as those which were not a subject of specific PRC. review. e. In order to be able to respond to shifts of emphasis, it may become necessary for the DD/P to revise these initial target allocations, either by adjustments within the total DD/P allotment, or by the release of supplemental funds from other sources. Such adjustments are to be the subject of specific approval, as appropriate. f. The initial FY 1962 target allocations for program planning for that portion of DD/P activities and requirements which was not a subject of specific PRC review is summarized as follows: (1) Immediate Office of the DD/P (2) Senior Staffs (3) Operational Services (including RI) (4) Development Projects Division g. The proposal (below) is therefore 25X1A1a designed to authorize advanced planning at the evel, with responsibility upon the DD/P to contain these activities within t e actual amount of FY 1962 funds to be made available to him for this purpose. PROPOSAL It is proposed that the nine (9) FY 1962 operational programs, as sub- mitted to the Project Review Committee, be approved, for planning purposes, in the total amount of subject to the control of these programs 25X1A1a by the DD/P, so as to contain them within the limitations of the FY 1962 funds made available to him for the activities of the Clandestine Services. 4. ACTION a. Formal PRC meetings were held during the period 11 May - 20 July 1961, pursuant to which the Committee was in agreement in a recom- mendation for approval of the programs as presented. c. RECOMMENDATION It is recommended that the Deputy Director of Central Intelligence approve subject action, as proposed in paragraph three above.
