MEMORANDUM FOR: Executive Director-Comptroller
: "SG" and "00" Position Designations
1. This memorandum submits a recommendation for your approval; this
recommendation is contained in paragraph 5.
2. The practice of identifying supergrade positions by "SG," and posi-
tions of Station and Base Chiefs and project positions by "00," in place of
the grade level, has been in use on the Staffing Complements of the Agency
since 1957. In the development of the Human Resources System for computer
programming, the Office of Computer Services has raised a question as to
whether such designations in place of tae proper numerical grade serve a
useful purpose.
3. The original concept of masking; the grades of these positions was
the result of strong feelings by officials in the Clandestine Service con-
cerning the personal rank assignments of key personnel. This was agreed to
by the Director of Personnel and the use of specific grade levels for these
positions was discontinued.
4. The present system complicates the automated processing of Staffing
Complements, requires additional manual posting for machine and budget re-
cords, and is basically inefficient. We have now progressed to the point
where personal rank assignments, if valid, are accepted and understood.
Frankly,, I can think of no good reason to continue this confusing system.
5. I recommend that.'.; you authorize the inclusion of the specific grade
levels of supergrade, Station and Base Caiiefs, and project positions on
Staffing Complements.
