Dear Director Colby:
To fulfill the mandate of Senate Resolution 21 in the field of
foreign intelligence, the Senate Select Committee will begin hearings
in October to define the principal policy issues for the Congress
and the public and to consider new national security legislation and
oversight arrangements as they relate to intelligence.
We will begin with hearings on covert action and raise the
general question of whether it should be permitted, and if so, under
what rules and constraints. We would like to introduce this subject
through executive session briefings from the CIA and NSC on the U.S.
covert action program, its purposes, techniques, and budgetary im-
plications, and how covert actions contribute to U.S. foreign policy
goals and national security.
We are writing you to ask you to appear before the Committee on
Wednesday morning October 22 in its first hearing on covert action to
discuss the CIA covert action program and how such activities are
initiated, approved, and monitored.
