Time This letter from the HSC is circulated in full recognition that it is an unreasonable and probably unfulfillable request. In seeking clarification and refinement of the request from Searle Field and Jack Boos`, I was told that what the HSC really wanted was access to the periodic reports produced by CIA which indicate whether the Soviets are complying with the SALT I and Vladivostok Agreements. I suggest that we arrange a meeting with Searle Field and Jack Boos to discuss the matter further before we send a completely negative reply. We await your response.
