SENATE SELECT COMMITTEE REPORT ON ASSASSINATIONS
The Senate Select Committee on Intelligence has released its report on
assassinations despite strong Agency representations that details of past
activities were not necessary to support findings and recommendations that
such activities be proscribed. The report also includes certain names of
Americans and foreigners as involved with CIA in such activities despite my
strong urging that it would be wrong to subject individuals who acted on be-
half of our Government to possible retaliations or reprisals by unstable ele-
ments here or abroad.
I do not intend to comment publicly on the report. In 1973 I issued a
directive that CIA would not engage in assassination, and I maintain that
position. I believe it not' in the best interests of our Government and Agency
to discuss publicly and officially whatever consideration this subject may
have received in years past.
