John Bross has been invited to join a group known
as the Intelligence Panel which is sponsored by the
Institute of Politics of Harvard University. The Panel
is chaired by Frank Lindsey. Others serving on the Panel
include: Professor Graham Allison, Professor Bareeda,
Mr. Bator, Morton Halpern, Mr. Hyman, Milton Katz,
Professor Ernest May, General Robert Persely, Walter Slocomb,
Jonathan Moore and Bill Casey.
Some members of the Panel have had one meeting with
Bill Miller and Senator Mathias of the Senate Select
Committee and plan to meet each Monday with the aim of
filing a report by the end of December.. According to
Bross, this Panel has written previous reports and was
not set up at the instigation of the SSC but will pre-
sumably make its findings available to the committee..
Bross offered to furnish further details after the
meeting on 17 November 1975 and wondered if the Agency
wanted to make an input either through him or through
some other means.
Since the SSC is seeking advice on major issues on
many fronts, there may be nothing mysterious in this. We

plan,. to raise it quietly with Bill Miller at an appropriate
occasion.
