Conversation with Hyland re Saturn Meeting
Group will be presented' with a laundry list of
issues about which decisions should be made.
No decisions hill be made except:
-culling issues for consideration
-commissioning more detailed papers or optional
action papers
-setting aside more radical options as unacceptable
Order of march:
1. Oversight and restrictions
2. How to deal with Congress
3. Options for organizations
President feels that many from whom he wants
advice do not seem to be taking problem seriously.
e.g. a couple of people who were invited to
meeting tried to get out of it, but President
insisted they come.
Thus, President's purpose is to force serious
consideration.
Hyland characterized meeting as a serious event
but certainly not a.k watershed.
Re: Bush--Hyland's judgment is that changes will not
be made in Agency until Bush has had an
opportunity to be here and have his say.
--I tried to get the basis for this judgment
but could not. I do not know whether this is
his. own op#inion or whether he has some
concrete basis for saying this.
