One stray thought I have not heard mentioned in the various
discussions. It concerns the Inspector-General.
-- Obviously this function is going to be beefed up.
-- Both for cosmetic and real-world functional pur-
poses, I would suggest some thought be given to
attaching a senior officer to each Directorate as
the Inspector-General's legate.
-- If the IG office is to be expanded, as I would
guess is inevitable, it seems to me that four or
five bodies attached to the Directorates (and
perhaps the DCI's office) would be more effective
than simply multiplying the present staff. They
could serve not only as the IG's man for the usual
purposes, but also as ombudsmen who by preventive
maintenance could forestall personnel and other
problems before they get serious. This addition
would improve communications between the IG and
the troops (historically rather poor) and assist
the DDs as well. It would also be a highly visi-
ble step in fulfillment of the recommendation.
-- The people would have to be senior, widely respected
for honesty and integrity, etc., or it would be
worse than useless.
