FOUR SMALL POSSIBLE AIRCRAFT ARE OBSERVED AT KABRIT AIRFIELD. THIS IS THE FIRST PHOTOGRAPHIC EVIDENCE OF AIRCRAFT AT THIS AIRFIELD SINCE JANUARY 1965. IN EGYPT, 26 OF THE 41 KNOWN SA-2 SAM SITES, 4 OF THE 6 KNOWN SAM SUPPORT FACILITIES, THE 1 PROBABLE SAM SUPPORT FACILITY, AND THE 1 SAM TRAINING FACILITY ARE OBSERVED. THE FOLLOWING 12 SITES ARE OCCUPIED: AL ISKANDARIYAH C05-2, TANTA C05-2, TANTA B02-2, TANTA C33-2, TANTA C27-2, TANTA A18-2, TANTA C10-2, AL ISMAILIYAH B01-2, AL ISMAILIYAH A19-2, AL QAH- IRAH D06-2, AL QAHIRAH B04-2, AND AL QAHIRAH B33-2. OF THE REMAINDER, 8 ARE UNOCCUPIED, 4 ARE UNDETERMINED AND 2 CAN BE IDENTIFIED ONLY. OF THE SAM SUPPORT FACILITIES, AL QAHIRAH NORTH IS OCCUPIED. OCCUPANCY OF 2 OTHER SAM SUPPORT FACILITIES IS UNDETERMINED AND 1 CAN BE IDENTIFIED ONLY. OCCUPANCY OF THE PROBABLE SAM SUPPORT FACILITY IS UNDETERMINED AND NO SAM EQUIPMENT IS OBSERVED TM TIIF PAM TRATNTN(; AREA_ 4. TWO AIRFIELDS IN JORDAN ARE OBSERVED. PHOTOGRAPHY OF SOUTH CHINA IS SERIOUSLY DEGRADED BY HEAVY CLOUDS. ONLY 5 GROUND FORCE TARGETS ARE OBSERVED, NO AIRFIELDS ARE SEEN, AND THE SOUTH CHINA COAST IS OBSCURED BY CLOUDS. NO SIGNIFICANT CHANGES IN GROUND OB OR FACILITIES ARE DISCERNIBLE IN CLOUD FREE AREAS. 2. NORTH VIETNAM IS COVERED BY 2 PASSES OF PHOTOGRAPHY WITH AN ESTIMATED 60 PERCENT CLOUD COVER. AT THE KOZELSK COMPLEX, ONE NEW LAUNCH GROUP, DESIGNATED LAUNCH GROUP L, IS ESTABLISHED WITH THE IDENTIFICATION OF 4 NEW LAUNCH SITES. TWO ADDITIONAL SITES ARE ALSO IDENTIFIED IN LAUNCH GROUP K. 2. TWO PROBABLE DUMMY TYPE IIIC SINGLE SILO LAUNCH SITES ARE IDENTIFIED AT THE KARTALY ICBM COMPLEX. THESE SITES, TEMPORARILY DESIGNATED PROBABLE DUMMY SITES A AND B, HAVE TYPICAL SITE SIGN- ATURES FOR COMPLETE OR NEARLY CO IC SINGLE SILOS. BOTH HAVE BEEN CONSTRUCTED SINCEI WHEN COVERAGE REVEALED 25X1 NO ACTIVITY OR FACILITIES AT EITHER AREA. TYPE IIIC SITE CONSTRUCTION HAS NORMALLY REQUIRED 18 TO 21 MONTHS. ALTHOUGH ONE SITE (ALEYSK 12-A) WAS BUILT IN A YEAR, NONE HAS BEEN BUILT IN LESS TIME. PROBABLE DUMMY SITE A IS A COMPLETE SITE SIGNATURE LOCATED APPROXIMATELY 13 NM SW OF THE RAIL TRANSFER POINT AT 52-52N 060- 19E. INDEX CAMERA COVERAGE OF EVEALS ACTIVITY 25X AT THIS LOCATION BUT SCALE PRECLUDES DETERMINATION OF STATUS. PROBABLE DUMMY SITE B IS A NEARLY COMPLETE SITE SIGNATURE LOCATION 17 NM WSW OF THE RAIL TRANSFER POINT 060-09E. INCONCLUSIVE INDEX CAMERA COVERAGE OF 25X1 NDICATES IT WAS PROBABLY NOT PRESENT ON THAT DATE. IN 25X1 ADDITION TO THE EXTERMELY SHORT TIME SPAN WITHIN WHICH THESE SIGNATURES APPEARED, THE FOLLOWING INCONSISTENCIES WITH NORMAL TYPE IIIC CONSTRUCTION PROCEDURES ARE NOTED: A. NEITHER OF THE SIGNATURES HAS AN ASSOCIATED CONSTRUCTION SUPPORT FACILITY NOR IS THERE ANY EVIDENCE THAT THESE BUILDINGS FOUND AT NEARLY ALL IIIC SITES HAVE BEEN PRESENT AND SUBSEQUENTLY REMOVED. B. THERE IS NO DISRUPTION OF EARTH WITHIN THE FENCED AREA EXCEPT THAT FORMED BY THE SITE SIGNATURE, GIVING THE SITE A MORE SHARPLY DEFINED SIGNATURE THAN NORMAL. C. THE HELICOPTER PAD SIGNATURE IS PRESENT AT BOTH SITES. HOWEVER, AT COMPLETED SITES AT KARTALY, THE PADS ARE IN EARLIER STAGES OF CONSTRUCTION. D. THE ROADS SERVING THESE SITES, WHILE CLEARLY DEFINED, DO NOT APPEAR AS WELL CONSTRUCTED AS OTHER PORTIONS OF THE COMPLEX ROAD NETWORK. THERE IS NO INDICATION OF A BUILT UP ROADBED OR ASSOCIATED BERM, NOR HAS THERE BEEN ANY ATTEMPT TO PUT COLVERTS OR BRIDGES ACROSS SMALL DRAINS AND CREEKS. IN ADDITION TO THE PROBABLE DUMMY SITES, TWO CONFIRMED TYPE IIIC SITES ARE IDENTIFIED IN AN EARLY STAGE OF APPARENTLY NORMAL CONSTRUCTION, FILLING LAUNCH GROUP E. 39 THE TYURATAM MISSILE TEST CENTER, USSR, IS COVERED FROM LAUNCH COMPLEX H WEST ON CLEAR PHOTOGRAPHY. THE KAPUSTIN YAR/ VLADIMIROVKA MISSILE TEST CENTER IS COMPLETELY COVERED. NO OPER- ATIONAL ACTIVITY IS NOTED AT EITHER CENTER. 4. ALL OF THE ABM FACILITIES IN THE MOSCOW AREA, AS WELL AS 11 OF THE 43 PREVIOUSLY IDENTIFIED PROBABLE LONG RANGE SAM (PLRS) LAUNCH COMPLEXES, ARE OBSERVED. THE PLRS COMPLEXES SEEN INCLUDE KIMRY, KALININ, PERESLAVL-ZALESSKIY, MOZHAYSK, KAPUSTIN YAR, NEYA, TYURATAM, VLADIVOSTOK, TIKHVIN, AND SARY-SHAGAN 1 AND 2. NO SINGIFICANT CHANGES ARE OBSERVED. HOWEVER, A NEWLY IDENTIFIED PLRS LAUNCH COMPLEX IS APPROXIMATELY 13 NM WNW OF KADUY, USSR, AT 59-18N 036-46E. THE COMPLEX IS ABOUT 45 NM FROM THE BABAYEVO AND CHEREPOVETS COMPLEXES. THIS IS THE 44TH PLRS COMPLEX CARRIED IN NPIC LISINGS. THE COMPLEX IS IN AN EARLY STAGE OF CONSTRUCTION AND CONSISTS CF 3 LAUNCH SITES, DESIGNATED A, B, AND C, A TRACKING/GUIDANCE FACILITY, AND A SUPPORT AREA. THE COMPLEX IS ORIENTED IN A NORTHWESTERLY DIRECTION. 5. ALMOST ALL THE FACILITIES AT THE SARY-SHAGAN ANTIMISSILE TEST CENTER, USSR, ARE COVERED ON 2 PASSES OF STEREO PHOTO- GRAPHY OF GENERALLY FAIR INTERPRETABILITY WITH WEATHER CONDITIONS LIMITING INTERPRETATION, PARTICULARLY IN THE VICINITY OF LAKE BALKHASH. ALL LAUNCH COMPLEXES ARE COVERED EXCEPT THE LAUNCH PORTION CF LAUNCH COMPLEX C. AT EMBA, THE ONLY PART OF THE TEST CENTER COVERED IS A PORTION OF THE TRACKING PATTERN ON WHICH CLEAR, STEREO PHOTOGRAPHY OF ONE PASS OF FAIR INTERPRETABILITY IS PROVIDED. NO SIGNIFICANT CHANGES ARE OBSERVED AT EITHER OF THESE DEFENSIVE MISSILE TEST CENTERS IN A PRELIMINARY SCAN OF THE PHOTOGRAPHY. 6. THE SHUANG-CHENG-TZU MISSILE TEST CENTER, CHINA, IS COMP- LETELY COVERED ON GENERALLY CLOUD-FREE PHOTOGRAPHY. NO OPERATIONAL ACTIVITY IS APPARENT.
