PRELIMINARY OAK NO. 1, MISSION 1046-1, DETAILS TO FOLLOW IN A LATER OAK EDITION. THIS IS A PRELIMINARY OAK CABLE BASED ON PHOTOGRAPHY FROM KH-4 MISSION 1046-1, DATED 14 - 21 MARCH 1968. PART I COVERS PRIMARILY THE USSR AND PART II, THE FAR EAST. ANALYSIS IS CONTINUING. PART I. 1. PORTIONS OF 11 OF THE SOVIET DEPLOYED ICBM COMPLEXES ARE COVERED. IMENI GASTELLO, ITATKA, KOZELSK, NOVOSIBIRSK, OLOVYANNAYA, SHADRINSK, SVOBODNYY, TYUMEN, AND ZHANGIZ-TOBE ARE COVERED BY CLEAR PHOTOGRAPHY. YEDROVO AND ALEYSK ARE OBSERVED THROUGH SCATTERED CLOUDS AND HAZE. THE NEW SITE AT ZHANGIZ-TOBE, TOGETHER WITH THE CONFIRMATION ON THIS MISSION OF TWO SITES PREVIOUSLY REPORTED AS POSSIBLE, FILLS OUT LAUNCH GROUP E. AND THE SITE AT YEDROVO FILLS OUT LAUNCH GROUP K. THE ENTIRE PLESETSK MISSILE AND SPACE CENTER IS OBSERVED, BUT INTERPRETATION IS HAMPERED BY HEAVY SNOW. AN SS-7 MISSILE ON A TRANSPORTER IS OBSERVED AT BOTH LAUNCH SITES 4 AND 5. THE ONLY EVIDENCE OF ACTIVITY AT LAUNCH SITES 9 AND 10 IS THE PRESENCE OF THE GANTRIES ON THE PADS. CONSTRUCTION CONTINUES ON THE SINGLE SILOS IN THE EASTERN PORTION OF THE CENTER, BUT HEAVY SNOW PRECLUDES A DETERMINATION OF THEIR CONSTRUCTION STATUS. 2. THE TYURATAM MISSILE TEST CENTER IS COVERED BY TWO PASSES OF PHOTOGRAPHY WHICH TngrTHrR OVIDE COMPLETE COVERAGE OF THE RANGEHEAD. ACTIVITY IMAGED ON S AS FOLLOt!S: THE SERVICE TOWER AT LAUNCH PP Al APPEARS TO BE IN AN OPEN POSITION; A PROBABLE MISSILE OR MISSILE COMPONENT IS ERECTED ON PAD Cl; AND AT COMPLEX J, THE SERVICE TOWER/ERECTOR IS ON THE PAD AT J1 A'ID THE TRANSPORTER/ERECTOR IS PARKED AT THE END OF THE MISSILE ASSEMBLY BUILDING. PHOTOGRAPHY ON REVEALS THAT THE MODIFICATION AT LAUNCH AREA C31-G2 IS PROBABLY COMPLETE; THE GANTRY IS ON LAUNCH PAD G4; AND A PROBABLE LOADING EXERCISE IS IN PROGRESS AT LAUNCH SITE N-2N-3. 3. THE KAPUSTIN YAR/VLADIMIROVKA MISSILE TEST CENTER IS NOT OBSERVED. 4. SARY-SHAGAN ANTIMISSILE TEST CENTER IS COVERED ON TWO PASSES OF FAIR TO POOR INTERPRETABILITY FROM THE MAIN SUPPORT BASE IN THE EAST TO TRACKING FACILITY 6 IN THE WEST. CLOUDS LIMIT INTER- PRETATION. NO NEW MISSILE FACILITIES ARE OBSERVED IN VISIBLE PORTIONS. THE EMBA MISSILE TEST CENTER, NENOKSA MISSILE TEST CENTER, AND KUULI MAYAK MISSILE TEST FACILITY ARE NOT COVERED. 5. THE FOLLOWING ABM INSTALLATIONS IN THE MOSCOW AREA ARE OBSERVED: ABM LAUNCH COMPLEXES E03, E21, E24, E31, AND E33; THE BOROVSK ABM SUPPORT FACILITY; AND THE NARO-FOMINSK ABM/SPACE TRACKING RADAR FACILITY. NO SIGNIFICANT CHANGES ARE OBSERVED AT THESE FACILITIES. 6. TWENTY OF THE 46 SA-5 SAM LAUNCH COMPLEXES ARE OBSERVED. THEY ARE ANGARSK B03-5; BABAYEVO C30-5; KADUY B30-5; KALININ B19-5; KIMRY A19-5; LENINGRAD B05-5, D34-5, AND D25-5; MOZHAYSK B32-5; NEYA A35-5; PLESETSK D04-5; ROSTOV C23-5; SARY-SHAGAN D10-5 AND 804-5; SEVASTOPOL A21-5; SHARYA A36-5; TIKHVIN A33-5; TOMSK B30-5; TYURATAM B23-5; AND VLADIVOSTOK B34-5. NO SIGNIFICANT CHANGES ARE NOTED. 7. TWO PASSES OF CLEAR PHOTOGRAPHY OF FAIR INTERPRETABILITY PROVIDE TOTAL COVERAGE OF THE MISHELEVKA ASAT/SPACE TRACKING RADAR FACILITY. THE SKRUNDA AND OLENEGORSK ABM/SPACE TRACKING RADAR FACILITIES ARE NOT COVERED. 8. AN SA-2 SITE UNDER CONSTRUCTION IS NEWLY IDENTIFIED 8.4 NM ESE OF MINGECHAUR AT 40-45-1ON 047-13-30E AND IS DESIGNATED MINGECHAUR SAM SITE A09-2. 9. NONE OF THE FOUR KNOWN DEPLOYED SCALEBOARD MISSILE SITES ARE OBSERVED. 10. A POSSIBLE SECOND UNIT OF THE 194A-CLASS NUCLEAR POWERED SUBMARINE (SSN) IS OBSERVED AT LENINGRAD SHIPYARD ADMIRALTY 194. THE SHIP IS AT POSITION 46 LYING .BETWEEN TWO AUXILIARIES WITH FLOATING SCREENS AT EACH END OF THE VESSEL. THE FIRST UNIT WAS SEEN AT THIS POSITION WITH THE SAME ARRANGEMENT OF VESSELS ON ACROSS THE RIVER, THE SPACE EVENTS SUPPORT SHIP (SESS) K UT KOMAROV IS OBSERVED AT LENINGRAD SHIPYARD BALTIYSK ORDZH 189. 11. THE MIDDLE EAST AND AFRICA ARE COVERED BY 11 PASSES. THE PHOTOGRAPHY IS GENERALLY CLOUD FREE AND OF FAIR TO GOOD INTERPRETA- BILITY. PART II 1. THREE OF THE FIVE KNOWN SUSPECT ADVANCED WEAPONS RELATED FACILITIES (SAWRF) IN CHINA ARE OBSERVED -- THE TWO NEAR SHUANG- CHENG-TZU AND PEKING ESE. NO SIGNIFICANT CHANGE IS APPRENT AT THE TWO SITES NEAR SHUANG-CHENG-TZU. CONTINUED ACTIVITY IS NOTED AT THE PEKING ESE FACILITY. 2. ONE PASS OF CLEAR SEREO PHOTOGRAPHY OF POOR INTERPRETABILITY PROVIDES PARTIAL COVERAGE OF THE SAM LAUNCH COMPLEX, SHUANG-CHENG-TZU MISSILE TEST CENTER, CHINA. THE FOUR SAM LAUNCH SITES CAN BE IDENTIFIED ONLY. NO MAJOR CHANGE IS OBSERVED AT THE SIX DOWNRANGE INSTRUMENTATION SITES COVERED. 3. A NEWLY IDENTIFIED SA-2 SAM SITE IS OBSERVED UNDER CONSTRUCTION 13.5 NM EAST OF SHANGHAI AT 31-14-23N 121-44-26E.~ 4. PORTIONS OF CHINA AND MONGOLIA ARE IMAGED ON 11 PASSES WITH SCATTERED CLOUD COVER. TWO PASSES COVER THE SOUTH CHINA/ NORTH VIETNAM BORDER WITH NO SIGNIFICANT INTELLIGENCE ITEMS NOTED IN CLOUD-FREE AREAS. NO SIGNIFICANT CHANGES OR NEW TARGETS ARE OBSERVED. 5. NORTH KOREA IS IMAGED ON TWO PASSES WITH APPROXIMATELY 85 PERCENT CLOUD COVER. CLOUD-FREE COVERAGE IS LIMITED TO A SMALL AREA ALONG THE COASTS OF THE NE AND NW SECTIONS OF THE COUNTRY. NO SIGNIFICANT CHANGES OR NEW TARGETS ARE OBSERVED. THERE IS NO COVERAGE OF THE CHANGJAHWAN-MAN (BAY) OR THE MUNCHON NAVAL BASE WONSAN ON THIS PART OF THE MISSION. 6. NORTH VIETNAM IS IMAGED ON TWO PASSES WITH APPROXIMATELY 75 PERCENT CLOUD COVER. NO NEW SAM ACTIVITY OR EVIDENCE OF OFFENSIVE SURFACE-TO-SURFACE MISSILE EQUIPMENT IS OBSERVED. HANOI IS PARTIALLY OBSERVED THROUGH SCATTERED CLOUDS AND THE PORT OF HAIPHONG IS COMPLETELY CLOUD COVERED. OF THE SEVEN MAJOR AIRFIELDS, FIVE ARE OBSERVED THROUGH SCATTERED CLOUDS AND TWO ARE CLOUD COVERED. ORDER OF BATTLE IS DISCERNIBLE AT ONLY HANOI/GIA LAM, PHUC YEN, AND KEP AIRFIELDS.
