IT IS FELT THAT THE IMAGE QUALITY OF THE AREAS WITH LEAST EXPOSURE, WHETHER DUE TO LOW SOLAR ELEVATION, CLOUD SHADOW OR A COMBINATION OF BOTH, WOULD HAVE BEEN ENHANCED BY MORE EXPOSURE. FURTHERMORE, AN INCREASE IN EXPOSURE LEVEL WOULD-HAVE PERMITTED MORE PROCESSING AT THE PRIMARY AND INTERMEDIATE LEVELS THUS RESERVINGTHE FULL LEVEL FOR AREAS OF LEAST EXPOSURE.
