troop concentrations other than the normal sup-
port facilities were seen in association with
the three sites.
The VLF antenna has been previously ana-
lyzed in detail 1/ and, since then, there has
been no significant change.
The facility reported to be the Far East
Military District Headquarters is situated in a
walled compound near the center of Khabarovsk
and consists of at least seven multistory build-
ings, including a large gable-roofed administra-
tion building with four wings. Two microwave
radio relay dishes on a 50-foot lattice tower
were reported at this facility in collateral in-
formation of 1962. 2/ The orientation of the
dishes was given as south and east. The scale

This report was prepared in response to a
request for analysis of certain facilities in the
Khabarovsk area, namely the very low frequency
(VLF) antenna at 48-29N 134-50E, the Far East
Military District Headquarters reported at 48-
28-55N 135-03-20E, and the high-frequency
(HF) curtain array at 48-34-OON 135-04-50E
(Figure 1). Small scale and snow cover re-
stricted interpretation so that antenna frequen-
cies could not be determined. Also, it was not
possible to establish from photography any as-
sociation between the VLF antenna, the HF
curtain array, and the reported military district
headquarters beyond the fact that the two antenna
facilities were both in early stages ofconstruc-

of the available photography precludes identifi-
cation of this reported tower, and no other items
pertinent to the facility can be determined.
The HF curtain array (Figure 2) is 5.3
nautical miles (nm) north of the reported mili-
tary district headquarters. This facility con-
sists of 18 antenna curtains (radiating on various
frequencies and oriented in various directions)
suspended between 20 self-supporting steel
towers of varying height, a centrally located
operational control area, and a support area.
Specifics of the array, including orientation,
possible subscriber, approximate curtain height,
and approximate tower spacing, are given in
Table 1. The operational control area consists
of 2 large probable transmitter buildings (one
205 by 65 feet and the other 185 by 70 feet), 3
smaller buildings, 3 probable buildings, 2 prob-
able cooling ponds, 2 unidentified structures, and
3 unidentified objects. A road connects the con-
trol area to the support area, which is 0.5 nm
to the west. The support area is divided into
two separately secured sections, one being an
