The photographic analysis is being performed by the NPIC Photographic Analysis Group, the CIA Photographic Intelligence Division (NPIC), and the Production Center iPlc (DIA). The photographic analysis for this particular re- port was performed by the NPIC Photographic Analysis Group. In the interest of uniformity, the titles and letter designators for the facilities observed at these installations are identical with those appearing in the project requirement. When a specific facility is not observed both its title and letter designator are omitted in the report. Approved For Release 2006/01/17 : TOP SECRET 200010038-3 TOP SECRET Approved For Release 2006/01/17 : This barracks area is located 8 kilometers (km) southeast of Ostroshitskiy Gorodok (54-04N 027-42E) and 7 km northwest of the Minsk- Borisov highway. Major military camps are lo- cated in the Minsk and Borisov areas. The area covers approximately 350 acres and includes six administration buildings, four barracks, five storage buildings, 18 support buildings, and two vehicle sheds. It also includes a possible communication tower, a probable swimming pool and an athletic field. Training facilities include a small arms firing range and a wheeled-vehicle driver training course. The area is covered by pho- tography and Imissions between 25X1 D The installation, not present on photography, was first 25X1 observed on I Icoverage; 25X1 D however, the poor quality of this coverage pre- cluded determining the construction status. A review of later photo coverage revealed the in-25X1 D stallation as complete in lI The instal- lation appeared active with a consistent level of 25X1 D usage between Railroad Service The installation is located 7 km northwest of the Minsk-Borisov railroad. Road Service An all-weather secondary road provides access to the Minsk-Borisov highway. Administrative and Troop Housing Areas Area D1 contains three multistory bar- racks/administration buildings, two multistory administration buildings, four multistory bar- racks, and seven support buildings. The number of multistory administration buildings and the formal, neat appearance of the area suggest a military headquarters. Area D2 contains one multistory adminis- tration building. Heavy trackage indicates all buildings are actively used. General Storage Areas Area El contains one storage and two support buildings. Area E2 contains four storage and six support buildings. The four storage buildings are separately secured. Other Buildings Three support buildings are located south of the administrative area. Equipment Storage/Maintenance Area Area J contains one vehicle shed 285 by 75 feet and one vehicle shed 230 by 55 feet. Athletic Fields Area K is an athletic field. The excavation north of Area D1 is identi- fied as a probable swimming pool. Small Arms Firing Range Area L is a 1,050- by 280-foot firing range. Track activity indicates constant usage. Driver Crew Training Area Area M is a 2,600- by 1,000-foot wheeled- vehicle driver training area comprised of a large closed circuit and three small closed circuit figure "8" courses. The exact function of the facility is still undetermined. 2U1 25X1 5X11 35 25X1 SAM Site E15-1 is located at 55-09-50N 38-22-15E (Figure 1). The SA-1 site appeared complete on photography of but new construction was apparent on 1 photography. Four additional build- ings had been added to the support area by C F-land two more were constructed between On photog- raphy, an access road parallel to the SA-1 launch area was under construction to the south- east corner of the launch area, and in preliminary site preparation for the triad was underway in that corner. By the site preparation had assumed a triangular pattern, and two weeks later the exterior walls of the three major triad buildings were under construction. Since then, construction on the buildings has continued (Figures 2-4). The following description of the major components of the SAM site is based on photography of M0 25X1 25X1 The largest building of the triad measures by approximately high (Figure 4, item 1). The visible sides of the exterior walls appear complete with no window or door openings (Figure 5). The roof of the building, which has probable parapets on all sides, is still under construction. On the south center of the roof is an elevated platform that appears enclosed on all sides and that measures ~quare by approximately high. The shaft of the platform appears to extend through the roof of the building and to have openings on the north and south sides. On top of the platform there are two unidentified, dark, indistinct objects. There are two other openings in the roof; the larger one is north of the platform and extends almost the entire width of the building with cross beams visible through the opening in the roof. The smaller opening is at the southwest corner of the building, parallel to the west wall. A tower crane is adjacent to the northeast corner of the building, and unidentified material is scattered around the sides of the building. Adjacent and parallel to the south end of the building, the structure previously reported as similar to those seen at triads at Sary-Shagan Antimissile Test Center (SSATC) 3/ is under construction (Figure 4, item 2). The probable footings for the structure were first observed on thel Photography. Openings in the roof were noted on the east and west sides of the shaft. Construction on the northwest building (item 4), which measures by approxi- mately F I high, has not progressed as far as the northeast building. The first level appears complete, but construction on the exterior walls and roof of the second level has not been completed. A square vertical shaft similar to the one at the northeast building extends down through the ceiling of the first level. The roof of the second level is being constructed around the vertical shaft with open- ings on the two sides of the shaft where roofing has been laid. The top of the vertical shaft appears even with the roof of the second level. Two parallel dark lines extend a short distance out from the vertical shaft toward the west Two smaller buildings, located north of the large building on the side toward Moscow, complete the triad. The northeast building (Figure 4, item 3), which is on the east side of an SA-1 control bunker, is and approximately igh. The visible exterior walls on the second level of the build- ing do not appear complete. The roof of the building is flat and possibly has a low parapet on four sides. Approximately 90 percent of the roof has been constructed. At the approximate center of the building is a vertical shaft that is probably still under construction. Although this shaft is smaller than the elevated platform on the large rectangular building, it is probably intended to serve the same function. Similar parallel dark lines may be present on the opposite side of the shaft, but shadows from the partially completed roof of the second level preclude firm identifica- tion. A tower crane is adjacent to the building on the south side, and unidentified material is observed on the north side of the building. South of the launch area and east of the large rectangular building there are nine other structures. Item numbers in the following list are keyed to Figure 4, and all but the ones with an asterisk patterns in the snow give some 5. Similar structures were identified at SAM Sites E14-1 and E16-1. Reanalysis of earlier coverage revealed that the structure at E15-1 was present on photography of The function of the structure has not been de- termined, but possibly it provides temporary environmental shelter. On the good quality stereo photography of indication of the degree of activity at the site (Figure 6). The site service road was cleared of snow from the ring road to the support area. The branch road to the guidance area appears to have a light snow cover with no tracks visible. South of the support area, light track activity is visible leading into and around the possible AMM-associated facility. Although the SA-1 launchers appear to be in the launch positions, snow cover precludes confirming this. Not all the positions have missiles emplaced or appear active. Figure 6 shows the degree of activity at the launch posi- tions.
