The complex consists of a complex support facility, a rail-to-road transfer point, and one completed Type IIIB launch area. A second launch area was started, but later aban- doned. The completed launch site is oriented on an azimuth of 5 degrees, plus or minus 5 degrees. Wide-radius turns are characteristic of all curves and road junctions throughout the complex. The complex support facility, situated 6.4 nautical miles (nm) northeast of the city of TCS-7822/64 NPIC/R-806/64 25X1 D Omsk, was first identified' on photography of It cannot be negated. The rail-to-road transfer point, and the two launch areas under construction, were observed on subsequent photography of the com- plex during 25X1 D general area of the complex: Omsk SAM Site A13-2, BE N Omsk SAM Site B09-2, BE N Omsk SAM Site B17-2, BE N Omsk SAM Site B26-2, BE N Omsk SAM Site B34-2, BE N 25X1A The complex support facility (55-04N 73- 31E) consists of a railhead and storage area, an administration and housing area, and ahous- ing area (Figures 2 and 3). It is 6.4 nm north- east of the city of Omsk, is served by a rail line from the Trans-Siberian Railroad, and road served from Omsk. The railhead and storage area, approxi- mately 4,000 by 2,000 feet, contains three rail spurs which range in length from 3,500 to 4,200 feet and range in separation from 350 to 400 feet. It also contains 20 large buildings, ap- proximately 23 smaller buildings, a concrete batch plant, several open storage areas, and two vehicle/equipment parking areas. The administration and housing area, ap- proximately 1,900 by 1,400 feet, is probably single fenced and contains 3 T-shaped buildings, 12 utility buildings, 14 barracks-type buildings, and 9 smaller structures. The housing area, approximately 800 by 500 feet, contains 11 barracks-type buildings, 3 large utility buildings, and 4 smaller structures. On the east side of the railhead and storage area is an unidentified area, possibly an open storage area, which is encompassed by a road/25X1 D firebreak. The road/firebreak was first ob- served on photography of _ A number of light-toned objects have 25X1 D been apparent within this area since photography of The number of 25X1 D these objects has been increasing since photog- raphy of There 25X1 D were 38 of these light-toned objects in this area when last observed on photography of 25X1 D 25X1 D Another unidentified area, about 300 by 200 feet, is approximately 1,000 feet south of the housing area. This area contains one large building, one small building, one large possible semiburied tank, and ten buried or semiburied tanks. No pipelines or power traces have been observed in this area. This area is served by a short spur from the rail line serving the complex. At the transfer point, the road and rail line are approximately 400 feet apart. Within the transfer point are 9 buildings, 5 large and 4 small. Approximately 1, 700 feet east '1'CS-7822/64 NPIC/R-806/64 of the rail terminus, at the terminus of the road on its south side, are two other small buildings. 'F o the south- southeast of the transfer point, at the end of a road approximately 2,400 feet long, is a small unidentified area in open terrain. This area contains two small buildings. Each silo is served on the east side by a short access road from the loop road. The silo covers appear to be domed and are approximately 60 feet square. The electronic facility is centered behind and to the left of the control bunker, and apparently includes two ground scars about 1,250 feet long, which bisect each other at right angles, and four small earth-mounded buildings, one of which is apparent at the end of each of the ground scars. The site support facility consists of an administration and housing section, and a hous- ing section. The administration and housing section, approximately 2,100 feet south of the launch site, contains 5 large barracks-type buildings, 3 administration buildings, and 12 TCS-7822/64 NPIC/R-806/64 smaller buildings. A shallow excavation is just west of the administration and housing section and a large pond is southwest of it. The housing section, 4,700 feet southwest of the launch site, contains 14 small buildings, 3 large and 10 small barracks-type buildings, 2 T-shaped buildings, and 4 smaller buildings. East-southeast of the RIM facility, across the complex main road, is an unidentified area consisting of an unimproved loop road and two small buildings. No function has been determined for this area, which was first observed on pho- tography of 25X1 D LAUNCH AREA B (ABANDONED) 25X1 D Launch Area B, approximately 8 nin north- northeast of the complex support facility, con- sists of an excavation, a spoil pile, and about 25 buildings of various sizes. The road to this area was first seen on photography of and activity in the area can be negated on photography of there were only two build- ings in this general area, and by the number of buildings had increased to about 25, but there was still no firm evidence of construction of a launch site. 25X1 D 25X1 D 25X1 D 25X9 25X1 D later, in an excavation and spoil pile were apparent at the end of the road to this area. The size and shape of the excavation were the same as the excavation for other Type IIIB launch sites, including the excavation at Kozelsk ICBM Complex, Launch Area C, which is abandoned.
